Approve Amendment No. 2 to Construction Contract No. 25-240 with Healthcare Design & Construction, LLC, for the Arrowhead Regional Medical Center Bi-Plane Angio Room Project in Colton, in the amount of $92,027, increasing the total contract from $14,089,158 to $14,181,185, with no change to the completion date of December 4, 2026 (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The contract amendment in the amount of $92,027 will be fully funded within the existing authorized budget for the Arrowhead Regional Medical Center Bi Plane Project (WBSE 10.10.0248) which has a total authorized budget of $32,375,067. Project funding is provided through State Medi-Cal, Federal Medicare, private insurance reimbursements, and other departmental revenues. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. The Project was approved by the Board of Supervisors as part of the 2025-26 Capital Improvement Program budget on June 10, 2025 (Item No. 136).

 

BACKGROUND INFORMATION

The Project scope includes the remodel of 7,646 square feet, which encompasses two hybrid operating rooms, four pre/post anesthesia care units, and support spaces. The current rooms and equipment are obsolete and there is an increased demand for additional operating rooms. As a result, the Project scope was expanded to support Neurology, Vascular, and Cardiology services provided by ARMC and to incorporate updated equipment and advanced technology to enhance patient care.

 

On December 17, 2024 (Item No. 67), the Board authorized the Project and Facilities Management Department (PFMD) to advertise for competitive bids for the Project. On December 20, 2024, PFMD advertised in the Daily Press, six plan rooms, and on the County’s Electronic Procurement Network (ePro) via Request for Proposals (RFP) No. ANE223-ANE2C-5685. On February 25, 2025, one bid was received. 

 

On April 29, 2025 (Item No. 45), the Board awarded Contract No. 25-240 (Contract) for the Project, in the amount of $13,915,578, to Healthcare Design & Construction, LLC (Contractor), the lowest responsive and responsible bidder, for a contract period of 550 days.

 

On January 13, 2026 (Item No. 34), the Board approved Amendment No. 1 to the Contract increasing the amount by $173,580, from $13,915,578 to $14,089,158, with no change to contract completion date of December 4, 2026.

 

Approval of Amendment No. 2 will compensate the Contractor for additional work needed to address unforeseen conditions discovered during construction of the Project, and site conditions that deviated from the construction documents. The additional work includes demolition of furred walls, demolition of office space, removal of piping obstructions, rerouting of fire sprinkler lines, temporary heating, ventilation, and air conditioning installations for continuous operations, and removal of abandoned piping concealed inside the walls. These scope adjustments were not reasonably identifiable at the time of the bid and are necessary to ensure compliance while preserving project schedule and integrity.

 

This Project is consistent with the County Administrative Office approved CIP Project Request No. 17-114.

 

Public Contract Code section 20136 requires all construction contract change orders and amendments to have four vote approval by the Board.
