RECOMMENDATION(S)

Recommendation

1.                     Direct the Clerk of the Board of Supervisors to post notice of vacancies on February 10, 2026, for one position on the Board of Directors for the Mojave Desert Resource Conservation District and one position on the Board of Directors for the Inland Empire Resource Conservation District.

2.                     Set a date of February 24, 2026, at 5:00 p.m. as the last day to submit applications for the position of Director on each of the respective Boards.

BACKGROUND INFORMATION

The Mojave Desert and Inland Empire Resource Conservation Districts have informed the County of the vacancy on the Districts’ Board of Directors. Approval of this item will direct the Clerk of the Board of Supervisors to post notice of vacancies for one position on the Board of Directors for the Mojave Desert Resource Conservation District and one position on the Board of Directors for the Inland Empire Resource Conservation District and set Tuesday, February 24, 2026, at 5:00 p.m. as the deadline to submit applications for each position. These recommended actions are necessary to comply with the California Public Resources Code. 

 

The Mojave Desert Resource Conservation District has accepted the resignation of Meredith Hergenrader, a member of the District’s Board of Directors, effective December 26, 2025. The Inland Empire Resource Conservation District has accepted the resignation of Rod LeMond, a member of the District’s Board of Directors, effective December 31, 2025. As provided in Section 9316 of the California Public Resources Code, in case of a vacancy in the office of director appointed pursuant to Section 9314, the vacancy shall be filled, as provided in Section 9314, by appointment for the unexpired term by the Board of Supervisors of the principal county. Ms. Hergenrader and Mr. Lemond were appointed pursuant to Section 9314 on December 6, 2022 to terms expiring November 27, 2026.

 

An applicant for Director of a Resource Conservation District must be a registered voter in the State of California, and (1) reside within the district and either own real property in the district or have served for two years or more as an Associate Director providing advisory or other assistance to the District Directors, or (2) be a designated agent of a resident landowner within the district.

 

The Chair of the Board of Supervisors (Board) will review applications and select applicants to be appointed by Board action during a future meeting. Section 9314, of the California Public Resources Code, requires the Board consult with the Riverside County Board of Supervisors prior to appointment of a Director to the Inland Empire Resource Conservation District.
