Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Approve a non-financial aid agreement with the Consolidated Fire Agencies Joint Powers Authority, where the Consolidated Fire Agencies Joint Powers Authority will provide assistance to the San Bernardino County Fire Protection District in the form of supplemental and as-requested pre-hospital emergency medical services to the High Desert Region of San Bernardino County, from the date the Consolidated Fire Agencies Joint Powers Authority certifies that, with respect to the provision of these services, it is in compliance with all laws and regulations and has all applicable and required licenses and approvals, through December 31, 2024.
2. Direct the Fire Chief/Fire Warden to file with the Secretary of the Board of Directors the written certification described in Recommendation No. 1 within 30 days of receipt.

FINANCIAL IMPACT
Approval of this aid agreement will not result in the use of Discretionary General Funding (Net County Cost). This is a non-financial agreement that defines the responsibilities of the two entities regarding the Consolidated Fire Agencies Joint Powers Authority’s (CONFIRE) aid to the San Bernardino County Fire Protection District (SBCFPD) in providing supplemental and as-requested pre-hospital emergency medical services to the High Desert Region of San Bernardino County (County).
BACKGROUND INFORMATION
CONFIRE is the regional provider of fire and emergency medical dispatch and communications services in the county. CONFIRE is a separate legal entity formed pursuant to a Joint Powers Authority (JPA) agreement executed between its member agencies as authorized by Government Code section 6500 et seq. SBCFPD is a member agency of CONFIRE. CONFIRE provides communication, dispatch, computer information systems support, and geographic information systems to its member and contract agencies, including SBCFPD. CONFIRE is working to receive all applicable and required licenses and approvals to become a pre-hospital emergency medical services provider in the County. Once CONFIRE is an authorized pre-hospital emergency medical services provider in the County, it will be able to provide pre-hospital emergency medical services (EMS) to its member agencies who request this assistance.
SBCFPD and other pre-hospital emergency medical services providers have experienced an increase in EMS calls, in particular in the High Desert Region of the County. SBCFPD and CONFIRE desire to enter into the recommended agreement where CONFIRE will provide aid, in the form of supplemental and as-requested pre-hospital emergency medical services to SBCFPD in the High Desert Region of County where SBCFPD is the pre-hospital emergency medical services provider.
The aid agreement takes effect on the date that CONFIRE certifies that with respect to the provision of pre-hospital EMS, it is in compliance with all laws and regulations and has all applicable and required licenses and approvals, through December 31, 2024. This item directs the Fire Chief/Fire Warden to file this certification with the Secretary of the Board within 30 days of receipt. This agreement may be terminated by either party without cause by giving 90 days’ written notice of the party's intent to terminate this agreement.
