Recommendation
Approve contracts with the following agencies for Substance Use Disorder Perinatal Services, in the combined amount of $8,000,000, for the period of January 1, 2022 through December 31, 2026:
1. High Desert Child, Adolescent and Family Services Center, Inc. in the amount of $2,280,615.
2. Inland Behavioral and Health Services, Inc. in the amount of $3,201,125.
3. Inland Valley Recovery Services in the amount of $2,518,260.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The amount of $8,000,000 for Substance Use Disorder (SUD) Perinatal Services is funded through Memoranda of Understanding with Children and Family Services and the Transitional Assistance Department, 2011 Realignment, Public Safety Realignment, Substance Abuse Prevention and Treatment Block Grant, and Drug Medi-Cal. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
SUD Perinatal Services provide countywide substance use disorder intensive outpatient perinatal treatment services to eligible County residents who are pregnant and/or with dependent children. The recommended contracts with High Desert Child, Adolescent and Family Services Center, Inc., Inland Behavioral and Health Services, Inc., and Inland Valley Recovery Services will allow DBH to provide SUD Perinatal Services to eligible clients in their service areas from January 1, 2022 through December 31, 2026. DBH anticipates the agencies will provide treatment for approximately 2,205 perinatal episodes at an average cost of $3,628 per episode.
DBH is responsible for providing mental health and/or substance use disorder services to San Bernardino County residents who are experiencing major mental illness and/or substance use disorders. An integral part of the service delivery system consists of SUD services provided by DBH to eligible clients that include prevention, treatment, wellness and recovery. Services provided by DBH include SUD Perinatal Services with countywide services provided by DBH contracted providers. Substance use disorder treatment and other therapeutic interventions are provided to pregnant and/or parenting women who are experiencing substance use disorders and have children 0-10 years of age. An important aspect of the program is the child care provided on and off-site while clients attend group sessions and/or individual treatment services.
PROCUREMENT
On April 27, 2021, the County Administrative Office approved and authorized the release of a Request for Proposals (RFP), ePro # DBHE21-ADMN-4174, to solicit interested and qualified organizations and agencies to provide SUD Perinatal Services. The RFP was publicly advertised through direct mailings to more than 600 community based organizations, service providers, and other interested parties; advertised in local newspapers; and posted on the County’s Electronic Procurement Network (ePro).
A total of eight agencies attended the mandatory proposal conference on May 11, 2021. Three proposals were received in response to the RFP by the established deadline, all of which met the procurement requirements and continued in the evaluation process.

The evaluation committee, comprised of six individuals with representation from Children’s Network, Colton-Redlands-Yucaipa Regional Occupational Program, and DBH, reviewed and evaluated the proposals based on the criteria referenced in the RFP, including, but not limited to: demonstrated ability to serve the target population, ability to provide required services, demonstrated ability to serve the number of unduplicated participants, experience, staffing levels and qualifications, and appropriateness of the facility.
Based on the evaluation results of the proposals, three agencies were recommended for contract award for the regions listed below. The proposals submitted indicated these agencies will provide the most adequate and appropriate services, and will be ready to provide services by the contract start date in the specified regions. These agencies are currently providing SUD Perinatal Services to residents through facilities located throughout San Bernardino County.

DBH will continue to monitor contractor performance on a regular basis to ensure compliance standards are met.
