RECOMMENDATION(S)
Recommendation
1. Approve Addendum No. 1, dated August 7, 2024, which added revised plans to the bid documents.
2. Approve Addendum No. 2, dated August 8, 2024, which moved the bid opening, updated the specifications, and provided answers to the Request for Information.
3. Award a construction contract to PUB Construction Inc., in the amount of $576,932, for the Prado RV Restroom Remodel Project located at 16700 Euclid Avenue, Chino, for a contract period of 200 calendar days from the date of the issuance of the Notice to Proceed.
4. Authorize the Director of Project and Facilities Department to order any necessary changes or additions in the work being performed under the construction contract, for a total amount not to exceed $41,347, pursuant to public contract code section 20142.
5. Approve a $2,132,340 decrease in the project budget, from $4,263,773 to $2,131,433, for the Prado RV Restroom Remodel Project located at 16700 Euclid Ave, Chino.
6. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments within the Capital Improvement Program, as detailed in the Financial Impact section (Four votes required).
7. Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The decrease of $2,132,340 in the Prado RV Restroom Remodel Project (Project) budget will be returned to the American Rescue Plan Act (ARPA). The project’s revised budget of $2,131,433 is fully funded by the ARPA funds.

Sufficient appropriation and revenue are included in the 2024-25 Capital Improvement Program (CIP) Budget to award this contract.
BACKGROUND INFORMATION
The recreational vehicle (RV) area at Prado Regional Park, situated at 16700 Euclid Avenue in Chino, is in need of restroom facilities that cater to the requirements of individuals covered by the Americans with Disabilities Act (ADA). This project encompasses the construction of new, easily accessible restroom facilities. Additionally, it involves establishing nearby ADA parking locations and ensuring that the pathway to the restrooms complies with ADA regulations.
On June 25, 2024, (Item No. 73), the Board of Supervisors (Board) determined the Project to be categorically exempt from further review under the California Environmental Quality Act Guidelines, Section15301, Class 1, subsection (L)(4) Existing Facilities, and Section 15302, Class 2, subsection (b) and (c) Replacement or Reconstruction. This determination was supported by the Notice of Exemption, which confirms that the demolition of existing buildings and the construction of (3) new restrooms align with the criteria outlined in Class 1 and Class 2 exemptions, thus indicating no significant environmental impact, as such, no addition CEQA review is deemed necessary at this juncture.
This Project is consistent with County Administrative Office approved CIP request No. 23-088
The bids for the Project came in lower than the budgeted amount. PFMD is requesting a budget decrease in the amount of $2,132,340 to be returned to ARPA Funds.
PROCUREMENT
On June 25, 2024 (Item No. 73), the Board authorized the Project and Facilities Management Department (PFMD) to advertise competitive bids. On June 28, 2024, PFMD advertised for bids in the San Bernardino County Sun, in six plan rooms, and on the County Electronic Procurement Network (ePro) via Request for Proposals 23-088. On July 17, 2024, prospective bidders attended a mandatory job walk. On August 7, 2024, Addendum No. 1 was issued with updated plans. On August 8, 2024, Addendum No. 2 was issued which responded to questions, added specifications for the base foundation of the prefabricated restroom pads, and moved the bid opening from August 14, 2024, to August 21, 2024. On August 21, 2024, the following 7 bids were received. PFMD did not receive any protests.
