RECOMMENDATION(S)

Recommendation

Acting as the governing body of County Service Area 70 BL (Bloomington):

1.                     Approve the Capital Improvement Program - County Service Area 70 BL (Bloomington) - Bloomington Sewer Master Plan Project, in the amount of $171,907.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). County Service Area (CSA) 70 BL (Bloomington) (District) is funded by sanitation fees charged to customers based on usage.  This item seeks authorization for the use of $171,907 from the District’s available reserves to fund costs for the CSA 70 BL - Sewer Master Plan Project (Project).

BACKGROUND INFORMATION

The District was formed on November 19, 2013 (Item No. 83), for the purpose of providing sewer service to an area of Bloomington along the north side of Interstate 10, near the cities of Fontana and Rialto.  The Project will be designed and constructed in several phases as funding becomes available and consists of improving the environment and public health by installing infrastructure for the conversion from septic-to-sewer in the Bloomington area.  Improvements are expected to include up to three miles of new sewer pipeline to capture sewer flows from over 350 parcels within the District. 

The Project will provide an engineered sewer master plan that will cover a capacity study and coordination with the City of Rialto as the receiving agency. Results of the capacity study will be incorporated into the design of the Bloomington Sewer Expansion Project that will be designed and constructed in several phases.

 

The Department of Public Works - Special Districts is seeking Board of Supervisors approval of the Project and its related budget adjustments.
