RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Program Project, in the amount of $223,920, for the AWM Restroom Revitalization Project in the building located at 777 E. Rialto Avenue, in San Bernardino.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments to the Project and Facilities Management Department 2025-2026 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The AWM Restroom Revitalization Project (WBSE 10.10.1917) (Project) will be funded by reallocating $223,920 from funds originally designated for Agriculture / Weights & Measures’s (AWM) Capital Improvement Program Project No. 22-141 AWM for Installation of Parking Cover (WBSE 10.10.1305).

 

This item authorizes the Auditor-Controller/Treasurer/Tax Collector to post adjustments to the Capital Improvement Program 2025-26 budget:

BACKGROUND INFORMATION

The restrooms located in AWM’s building, located at 777 E. Rialto Avenue, in San Bernardino, require interior upgrades to improve conditions for County employees. The scope of work includes removing and replacing restroom partitions, removing wall and floor tiles, shower doors, sinks, toilets repainting the walls.

 

The proposed scope of work will revitalize AWM PPC building restrooms that currently are in disrepair. The restrooms’ partitions, walls, floor tiles, shower doors, sinks, and toilets are damaged.

 

The funds for the Project are being reallocated from the Agriculture/Weights & Measures Installation of Parking Cover. Although initially budgeted based on a defined scope, subsequent design assessments and soil testing revealed that the allocated budget was insufficient and that proceeding with the parking cover project would not provide adequate value. Therefore, after joint consultation between both departments, it was determined that the funding would be better spent to improve restrooms which are in deteriorating condition.

 

PROCUREMENT

Any future procurement activities related to this Project will be done in accordance with the California Public Contract Code, County Policy, and Purchasing Department requirements.
