RECOMMENDATION(S)

Recommendation

1.                     Approve Revenue Agreement with the City of Victorville Code Enforcement/Animal Control for a total amount of $28,088 (per Attachment I), for the period of July 28, 2020 through June 30, 2023 for emergency dispatch services provided by the Sheriff/Coroner/Public Administrator.

2.                     Authorize the Sheriff/Coroner/Public Administrator to revise and execute Attachment I to the Revenue Agreement with the City of Victorville Code Enforcement/Animal Control on an annual basis for 2021-22 and 2022-23, based on the Board-approved amount for emergency dispatch services as reflected in Sheriff/Coroner/Public Administrator law enforcement services contracts for 2021-22 and 2022-23, subject to review by County Counsel.

3.                     Direct the Sheriff/Coroner/Public Administrator to transmit all documents in relation to the Revenue Agreement to the Clerk of the Board within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The annual revenue generated from the Agreement with the City of Victorville Code Enforcement/Animal Control (Victorville) for 2020-21, in the estimated amount of $28,088, includes full recovery of both direct and indirect costs to provide emergency dispatch services.  The total estimated annual revenue for the provision of these services is included in the Sheriff/Coroner/Public Administrator’s (Department) 2020-21 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department provides dispatch services to Victorville for emergencies and non-emergencies. The Department provides dispatch services using existing personnel and equipment with minimal operational impact.

 

The recommended Revenue Agreement with Victorville provides for annual review and update of the fee schedule (Attachment I) to ensure proper cost recovery. The Department is seeking authorization to revise and execute the fee schedule (Attachment I to the Revenue Agreement) for fiscal years 2021-22 and 2022-23, to reflect future amounts as approved by the Board for emergency dispatch services in the law enforcement services contracts.
