RECOMMENDATION(S)

Recommendation

Approve non-financial Data Delivery Authorization form to allow NDCHealth Corporation DBA RelayHealth to provide pharmacy prescription claims data to National Health Information Network, Inc. for the analysis of claims data beginning upon County approval of the agreement until terminated by either party.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Data Delivery Authorization (DDA) form with NDCHealth DBA RelayHealth (RelayHealth) is non-financial in nature.

 

BACKGROUND INFORMATION

ARMC contracts with RelayHealth for pharmacy switch claim software to efficiently process pharmacy medication claims to insurance providers. The software routes claims from the pharmacy to the pharmacy benefit manager, or insurance provider, for online claims adjudication and processing of electronic prescriptions. ARMC executed a Solution Order with National Health Information Network, Inc. (NHIN) to provide third-party collections services that perform in-depth claim research, tracking and follow-up until full reconciliation is achieved or it is determined that no further action can be taken. Execution of the DDA form will allow RelayHealth to provide pharmacy prescription claims data to National Health Information Network, Inc. for the analysis and reconciliation of third-party pharmacy prescription claims.

 

On November 5, 2024 (Item No. 6), the Board of Supervisors approved Agreement No. 24-1040, including non-standard terms, with RelayHealth for pharmacy switch claim software, in the total amount of $24,650, for a term of November 5, 2024 through November 4, 2029.

 

On April 18, 2025, the Purchasing Agent executed Solution Order with NHIN to provide third party collections service that performs in-depth claim research, tracking and follow-up until full reconciliation is achieved or it is determined that no further action can be taken in an amount not to exceed $200,000 for a term of April 18, 2025 through April 17, 2030.

 

ARMC recommends the approval of the DDA form with RelayHealth to allow ARMC to operate in a fiscally-responsible and business-like manner by providing ARMC pharmacy a resource to reconcile all third-party pharmacy claim payments.
