Recommendation

Approve Revenue Agreement (State Agreement No. 25-0598-000-SG) with the California Department of Food and Agriculture, Plant Health and Pest Prevention Services / Plant Administration, to provide inspection services related to the Invasive Shot Hole Borer Trapping Program, on behalf of the State, effective December 1, 2025 through December 31, 2026, for a maximum reimbursement of $21,167.78

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The revenue agreement in the amount of $21,167.78 is being provided by the California Department of Food and Agriculture (CDFA) Plant Health and Pest Prevention Services / Plant Administration (PHPPS / Plant Administration). Sufficient appropriation and revenue have been included in the Department of Agriculture / Weights & Measures (AWM) 2025-26 budget and will be included in the 2026-27 recommended budget. Services, per the revenue agreement, will be provided by existing AWM staff.

 

BACKGROUND INFORMATION

The Invasive Shot Hole Borer Trapping Program (Program) is intended to survey for Invasive Shot Hole Borer (ISHB) to understand the distribution through visual and trapping surveys, collect trapping and mapping data, and increase awareness and outreach about the risks of ISHB through both short-term and long-term outreach efforts done at campgrounds, outdoor recreation conferences and trade shows, outdoor advertising, county and local fairs, public service announcements, and/or other means deemed appropriate by the AWM and CDFA. As part of the Program, the County will receive reimbursement for the work performed.

 

The ISHB are ambrosia beetles of the genus Euwallacea. The three species of ISHB in California are Euwallacea fornicates, Euwallacea kuroshio, and Euwallacea interjectus. These ambrosia beetles carry spores of symbiotic fungi into the tree providing a food source for reproduction of the beetle. Once the beetles are established in the tree, the galleries block water movement in the vascular system causing stress and dieback. ISHB has a wide host range with certain hosts acting as amplifier trees increasing the populations.

 

On January 9, 2026 AWM received the Revenue Agreement in the amount of $21,167.78 for the period of December 1, 2025 through December 31, 2026. This item is being presented to the Board at this time as this is the first date available for presentation following the required operational, fiscal and legal reviews.
