Recommendation

Approve Revenue Agreement with the Tulare County Superintendent of Schools (Agreement No. 250192), for the Friday Night Live program, in the amount of $45,000, for the contract period of July 1, 2024, through June 30, 2025.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The Revenue Agreement (Agreement) with the Tulare County Superintendent of Schools (TCSS) for the Friday Night Live (FNL) program in the amount of $45,000 is funded by the California Department of Health Care Services (DHCS) through the Substance Use Prevention, Treatment, and Recovery Services Block Grant and administered by the Tulare County Office of Education’s (TCOE) California Friday Night Live Partnership (CFNLP) program. Revenue will be used to offset the cost of providing FNL activities and meeting TCOE requirements. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2024-25 budget.

 

BACKGROUND INFORMATION

The Department of Behavioral Health (DBH) is responsible for providing mental health and/or substance use disorder (SUD) services to the county residents experiencing severe mental illness and/or SUD. DBH SUD and Recovery Services provides a full range of prevention, treatment and education services for communities and residents of the county through contracts with community-based organizations and County-operated clinics with the goal of promoting prevention, intervention, recovery and resiliency for individuals and families.

 

The CFNLP includes Friday Night Live (FNL), Club Live (CL), Friday Night Live Kids (FNLK), and Friday Night Live Mentoring (FNLM). FNL/CL/FNLK and FNLM (collectively called the FNL Program) are designed for elementary, middle school, and high school students to build partnerships for positive and healthy youth development that engage youth as active leaders and resources to their communities. CL is designed for middle school students to foster resiliency and protective factors through the development of action-oriented positive activities planned and implemented by young people working with adults. FNLK focuses on 4th through 6th grade youth, and FNLM co-engages middle and high school-aged students.

 

The FNL program builds community partnerships that support youth by helping to foster a sense of autonomy and power and promote the belief in a young person's capacity to contribute. The FNL program provides opportunities for members to meet and make new friends with other youth who have different social and economic backgrounds, ethnicities, and gender. Chapter meetings allow for positive socializing in a safe environment to help members develop meaningful relationships with peers.

 

Team building activities are often utilized to help foster bonding, friendship and unity of purpose among the members. FNL/CL and FNLK youth select their club officers and facilitate their meetings with the help of advisors. Youth decide on projects they will work on and conduct activities for their peers. FNL/CL and FNLK program staff provides information, educational resources, and links community resources to club activities. Engaging youth in FNL/CL and FNLK is a prevention strategy.

 

DBH has been providing the FNL Program to youth since 2012. Through involvement in FNL/CL and FNLK, youth have opportunities to affirm that they are drug-free and influence their peers to do the same. In the process of organizing prevention activities, they learn leadership skills in planning, public speaking, and working together as part of a team. They can interact with caring adults and learn about different career opportunities.

 

DBH is requesting retroactive approval for the recommended amendment with TCSS. DBH received the Agreement on June 12, 2024. This item is being presented at this time because it is the first available Board of Supervisors meeting following the completion of the required DBH program, fiscal, administrative, and legal reviews.

 

Approval of this Agreement will allow DBH to continue its partnership with TCSS to provide the FNL program to youth, for the period of July 1, 2024, through June 30, 2025.

 

DBH will also implement mechanisms to regularly review 1) client service data and progress, conduct site visits and annual monitoring to ensure performance and compliance standards of the contract(s) are met; and 2) provider invoices administratively and programmatically to ensure client counts are accurate prior to payment processing.
