RECOMMENDATION(S)

Recommendation

1.                     Approve the purchase of the following unbudgeted fixed assets for the implementation of the Department of Health Care, Services Providing Access and Transforming Health - Justice-Involved Planning and Capacity Building Program:

a.                     21 Network Switches - $462,000

b.                     60 Booths - $810,000

2.                     Approve the purchase of two applied biosystem genetic analyzers, as unbudgeted fixed assets, in the total amount of $119,000 for the DNA Backlog Reduction Program.

3.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post adjustments to the Sheriff/Coroner/Public Administrator’s 2023-24 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Department) will receive reimbursement in an amount not to exceed $6,801,607, (Round 2: $1,801,607; Round 3: $5,000,000), from the Department of Health Care Services (DHCS) for the Providing Access and Transforming Health (PATH) - Justice-Involved Capacity Building Grant (Grant), Round 2 and Round 3. The Department is requesting approval to purchase 21 network switches and 60 booths to provide a confidential and secure location at each of the four Type II detention centers to assist in Medi-Cal enrollment and linking inmates to services.

 

The purchase of the two applied biosystem genetic analyzers (Analyzers) for the DNA Backlog Reduction Program grant (DNA Grant) will be funded by reduction in Salaries and Benefits - Overtime in the Operations budget (4438001000).

 

The Department requests the Auditor-Controller/Treasurer/Tax Collector post the net adjustments to the 2023-24 budget, as detailed below:

BACKGROUND INFORMATION

California State Assembly Bill 133 (Chapter 143, Statutes 2021) authorized PATH funding to support the planning processes related to the implementation of the full suite of statewide California Advancing and Innovating Medi-Cal (CalAIM) initiatives, such as the Justice-Involved Capacity Building Program that builds on the successful work conducted under Whole Person Care. The PATH Grant will build capacity and expand access to necessary pre-release and post-release services under CalAIM.

 

On August 8, 2023 (Item No. 56), the Board of Supervisors (Board) accepted the Path Round 2 and Round 3 grants.  PATH Grant Round 2 provides funding to support entities as they implement the processes, protocols, and Information Technology system modifications that were identified during Round 1. The network switches will provide connectivity to the Department’s network to operate the audio and video equipment located in booths where inmates will be able to meet with their lawyers, health providers and staff for consultations and assessments in a private and secure location.

 

On January 11, 2022 (Item No. 37), the Board approved the DNA Grant, in the amount of $692,471 (Award No. 15PBJA-21-GG-03087-DNAX) for the period of October 1, 2021 through September 30, 2023, to support personnel, training, travel, services and supplies, audit fees and equipment for the Department.  The purchase of the two Analyzers will assist the Department in analyzing DNA samples for the purpose of human identification.

 

Approval of this item will allow the Department to purchase the necessary equipment and provide services that adhere to state and federal guidelines and help ensure the safety, health, and social needs of staff, inmates, and the community.
