RECOMMENDATION(S)

Recommendation

1.                     Adopt the Initial Study and Mitigated Negative Declaration for the proposed San Bernardino County Animal Care Center Project located at 18313 Valley Boulevard in Bloomington.

2.                     Adopt the Mitigation, Monitoring, and Reporting Plan for the San Bernardino County Animal Care Center Project.

3.                     Approve the plans and specifications for the San Bernardino County Animal Care Center Project as defined in the Initial Study and Mitigated Negative Declaration.

4.                     Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the San Bernardino County Animal Care Center Project.

5.                     Direct the Project and Facilities Management Department to file and post the Notice of Determination in accordance with the California Environmental Quality Act Guidelines.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The San Bernardino County Animal Care Center Project’s (Project) (WBSE 10.10.1319) current projected budget of $49,500,000 is funded with Discretionary General Funding ($45,000,000) and a grant from the California Office of Grants and Local Services in the amount of $4,500,000. Approval of the necessary appropriation and revenue adjustments are not requested at this time but will be included in a future board agenda item or countywide budget report presented to the Board of Supervisors (Board) for approval, if necessary.

 

BACKGROUND INFORMATION

the Project and Facilities Management Department (PFMD) will solicit competitive bids for the construction of a new, state-of-the-art animal care center facility in Bloomington. The proposed facility will replace the aging Devore Animal Shelter, which has served the community for over 50 years. The Devore Animal Care Center, constructed in the 1980s, has undergone several renovations, however it still does not meet modern facility standards. Its outdated design and materials create inefficiencies, making it difficult for staff to maintain optimal conditions for animal care.

 

The new facility, located on County-owned vacant land at 18313 Valley Boulevard in Bloomington, formerly the site of Ayala Park, will offer on-site veterinary services, animal adoption services, animal care administration, and temporary animal housing. This Project will significantly enhance the Department of Public Health - Animal Care Division’s ability to serve county residents by increasing animal adoptions through integrated community outreach and modern veterinary practices.

A new facility is essential to meet the growing needs of the unincorporated communities in the Central Valley Region of the County, as well as the cities of Highland and Yucaipa, with the potential to expand services to Rialto, Fontana, Colton, and Grand Terrace. The population of the County’s service area is projected to increase by 12% over the next 20 years. The facility will support more extensive preventative programs, including low-cost and subsidized spay/neuter procedures, public education on responsible pet ownership, and the development of progressive ordinances.

 

The project aligns with the Valley Corridor Specific Plan, the County General Plan, and California Environmental Quality Act (CEQA) requirements.

 

It is recommended that the Board adopt the Initial Study, Mitigated Negative Declaration, and the Mitigation, Monitoring, and Reporting Program Plan under CEQA Guidelines (Title 14, California Code of Regulations) for the proposed Project at 18313 Valley Boulevard in Bloomington. This project is consistent with County Administrative Office approved CIP Project No. 23-048.

 

PROCUREMENT

PFMD will advertise for competitive bids for the Project on Friday, September 27, 2024. A mandatory pre-bid meeting for prospective bidders is scheduled for October 7, 2024, at 10:00 a.m. at 18313 Valley Boulevard in Bloomington. The bid opening is scheduled for October 28, 2024, at 10:00 a.m. at PFMD, 620 South E Street in San Bernardino.

 

Upon identifying the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award the construction contract.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
