RECOMMENDATION(S)
Recommendation
1. Ratify the action of the Chief Executive Officer in approving the submission of the County’s Progress Report for Grant Agreement No. 23-276 with the Department of Health Care Services for the Providing Access and Transforming Health Supports - Capacity and Infrastructure Transition, Expansion and Development Program, Round 1B, on May 12, 2023.
2. Authorize the Chief Executive Officer to approve, electronically execute and submit future Progress Reports and other documents required per Grant Agreement No. 23-276 for the Providing Access and Transforming Health Supports - Capacity and Infrastructure Transition, Expansion and Development Program, Round 1B, subject to review by County Counsel.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The submission of the County’s Progress Report for Grant Agreement No. 23-276 on May 12, 2023, was required to receive grant funding in an amount up to $2,781,853 for Arrowhead Regional Medical Center, the Department of Behavioral Health, and the Department of Public Health to support the implementation of the California Advancing and Innovating Medi-Cal (CalAIM) initiatives. The grant funding must be spent by December 31, 2026. Adequate appropriation and revenue have been included in each department’s 2022-23 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
California State Assembly Bill 133 authorized Providing Access and Transforming Healthcare (PATH) funding to support the implementation of the CalAIM initiatives, such as the Capacity and Infrastructure Transition, Expansion and Development (CITED) grant program. The PATH CITED grant program provides funds to enable the development of and transition to Enhanced Care Management and Community Supports capacity and infrastructure.
On September 30, 2022, the Chief Executive Officer approved the submission of a grant application for the PATH CITED grant program Round 1B. On March 24, 2023, the Department of Health Care Services (DHCS) notified the County that it would be awarded a grant under the PATH CITED program. Thereafter, on April 11, 2023 (Item No. 16), the Board of Supervisors (Board) authorized the acceptance of the PATH CITED grant in an amount up to $2,781,853 and authorized the Chief Executive Officer to execute acknowledgment of the PATH CITED grant terms and conditions associated with the acceptance of the grant funds.
As part of the grant program’s requirements, the County is required to electronically submit periodic progress reports and other documents regarding its use of grant funds. The initial progress report was due on May 12, 2023. Prior to that deadline, County staff learned of the requirement to agree to certain terms and conditions for reporting. For the County to meet its deadline and to continue to qualify for the grant funds, the Chief Executive Officer approved submission of the progress report on May 12, 2023, following County Counsel’s review and determination that the terms and conditions associated with submission of the progress report were the same as the terms and conditions that the County agreed to in accepting the underlying grant.
Approval of Recommendation No. 2 will authorize the Chief Executive Officer to approve, electronically execute and submit future progress reports and other documents required for the PATH CITED grant program, Round d1B, subject to review by County Counsel.
