Recommendation

Approve Revenue Agreement (State Agreement No. 25-0572-000-SA) with the California Department of Food and Agriculture, Plant Health and Pest Prevention Services / Integrated Pest Services to provide registration and inspection services related to the Apiary Protection Program, on behalf of the State, effective January 1, 2026 through June 30, 2027, for a maximum reimbursement of $4,168.75.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Revenue Agreement in the amount of $4,168.75 is being provided by the California Department of Food and Agriculture (CDFA), Plant Health and Pest Prevention Services / Integrated Pest Services (PHPPS / Integrated Pest Services). Sufficient appropriation and revenue have been included in the Department of Agriculture / Weights & Measures (AWM) 2025-26 budget and will be included in the 2026-27 recommended budget. Services, per the Revenue Agreement, will be provided by existing AWM staff.

 

BACKGROUND INFORMATION

The Revenue Agreement will reimburse AWM for costs incurred by AWM in the administration and enforcement of the registration and inspection of any apiary located in the county.

 

AWM currently performs inspection and registration services related to the Apiary Protection Program through the enforcement of the San Bernardino County Ordinance 3598 and California Food and Agriculture Code section 29043. 

 

AWM will assist beekeepers and brokers utilizing the BeeWhere software program to register or pay fees. AWM will promote apiary registrations such as sending reminder correspondence to beekeepers and brokers as well as providing outreach to beekeepers and brokers related to apiary registrations. AWM will assist, verify, and monitor beekeepers and brokers registrations. AWM will conduct inspection activities that may stem from incidental observations by AWM staff during their regular course of work that warrant an additional inspection or of new hive locations noted in BeeWhere, or by receiving a complaint related to apiary registration or apiary health / issues. AWM will provide oversight of disposal of contaminated hives, combs, appliances, colonies, and contents.

 

The Board of Supervisors (Board) has approved revenue agreements with CDFA, PHPPS / Integrated Pest Services for the Apiary Protection Program since 1984 to perform inspection and registration services.

 

On December 23, 2025, AWM received the Revenue Agreement in the amount of $4,168.75 for the period of January 1, 2026 through June 30, 2027. This item is being presented to the Board at this time as this is the first date available for presentation following the required operational, fiscal and legal reviews. The Department has continued providing Apiary Protection Program services as part of its ongoing responsibilities with the expectation of reimbursement under this Revenue Agreement.
