RECOMMENDATION(S)

Recommendation

1.                     Approve changes with the following Membership and/or Clinical Privileges categories requested in Attachment A, as recommended by the Medical Executive Committee:

a.                     Applications for Initial Appointment - Medical Staff

b.                     Applications for Reappointment - Medical Staff

c.                     Completion of Focused Professional Practice Evaluation (FPPE) with Advancement - Medical Staff

d.                     New Clinical Privileges Requested - Medical Staff

e.                     Voluntary Resignation of Membership and/or Clinical Privileges - Medical Staff

f.                     Voluntary Withdrawal of Application for Membership and/or Clinical Privileges - Medical Staff

2.                     Ratify the automatic extension of the following Membership and/or Clinical Privileges categories requested in Attachment B, as recommended by the Medical Executive Committee and the Hospital Director due to the COVID-19 national emergency and as allowed by The Joint Commission for the term of July 28, 2020 through August 11, 2020:

a.                     Applications for Reappointment - Medical Staff

b.                     Applications for Reappointment - Advanced Practice Professional Staff

FINANCIAL IMPACT

Approval of these changes to membership and/or clinical privileges will not result in the use of Discretionary General Funding (Net County Cost) as there is no financial impact associated with the appointments of membership and/or clinical privileges.

 

BACKGROUND INFORMATION

The Medical Executive Committee at Arrowhead Regional Medical Center (ARMC) shall forward a written report and recommendation to the Board of Supervisors (Governing Body) concerning Medical Staff membership to the specific medical practice specialty, Department affiliation, privileges to be granted, and any special conditions attached to the membership.  Upon receipt of the recommendation, the Governing Body shall act on the matter.  The Governing Body may adopt, reject, or modify a recommendation from the Medical Executive Committee, or refer the recommendation back to the Medical Executive Committee for further consideration. Approval by the Governing Body is required to appoint all practitioners for membership and/or clinical privileges who provide patient care services at ARMC, based on the affirmative recommendation of the Medical Executive Committee.

 

The recommendations included in Attachment A have been reviewed and approved as applicable by the: Department Chair, Credentials Committee, and Medical Executive Committee.

 

This approval process is in accordance with the Medical Staff Bylaws; Centers for Medicare and Medicaid Services; California Code of Regulations Title 22; and the standards of The Joint Commission.

 

Approval of the changes to membership and/or clinical privileges in the categories identified in Attachment A provide for the safety, health, and social service needs of County residents by ensuring appropriate patient care services at ARMC.

 

On August 11, 2020 (Item No. 13), the Governing Body approved the reappointment of the Medical Staff and Advanced Practice Professional Staff (collectively, “Healthcare Providers”) identified in Attachment B for two years, effective as of August 11, 2020 consistent with the Medical Bylaws of ARMC.  However, prior to the Board’s approval on August 11th, the Medical Executive Committee and the Hospital Director recommended an automatic 60 day extension of the two-year appointment of these Healthcare Providers from July 28, 2020 through September 27, 2020, due to the COVID-19 national emergency and as allowed by The Joint Commission.   The use of the automatic extension was necessary given that the appointments of these Healthcare Providers were expected to expire prior to the August 11, 2020 Board date, which would render these practitioners unable to provide medical services at ARMC. ARMC is recommending that the Board approve Recommendation No. 2 to ratify the temporary automatic extension of the reappointments recommended by the Medical Executive Committee and the Hospital Director from July 28, 2020, through August 11, 2020, the date the Board approved the Applications for Reappointment - Medical Staff and Applications for Reappointment - Advanced Practice Professional Staff for the Healthcare Providers.  The Joint Commission permits an automatic 60 day extension of medical and professional staff reappointments beyond the two-year appointment under the current COVID-19 national emergency conditions.
