RECOMMENDATION(S)
Recommendation
1. Find that the Arrowhead Regional Medical Center Bi-Plane Angio Room Project in Colton is exempt under the California Environmental Quality Act Guidelines, Section 15301, Class 1 subsections (a) and (e), Existing Facilities.
2. Approve a budget increase in the amount of $17,353,694, from $13,014,928 to a total of $30,368,622, to Capital Improvement Program Project No. 17-114 for the Arrowhead Regional Medical Center Bi-Plane Angio Room Project.
3. Approve the plans and specifications for the Arrowhead Regional Medical Center Bi-Plane Angio Room Project located at 400 N. Pepper Avenue in Colton.
4. Authorize the Project and Facilities Management Department to advertise for competitive bids for the Arrowhead Regional Medical Center Bi-Plane Angio Room Project.
5. Approve the Hold Harmless Agreement provided by C/A Architects for the supplanting of Savely Healthcare Architects as the Design Professional of Record for the project.
6. Approve appropriation and revenue adjustments to fund the budget increases for Capital Improvement Program Project No. 17-114 in the total amount of $17,353,694 and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).
7. Direct the Project and Facilities Management Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The $17,353,694 budget increase for the Arrowhead Regional Medical Center (ARMC) Bi-Plane Angio Room Project (Project) (WBSE 10.10.0248) will be fully funded through the ARMC Enterprise Fund. ARMC will make annual transfers to the Project in accordance with cash flow requirements. This capital improvement project was previously approved by the Board of Supervisors (Board) on December 17, 2019 (Item No. 22) as part of the 2024-25 Capital Improvement Program (CIP) budget. BACKGROUND INFORMATION
The recommended actions will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located in Colton. The original Project scope was for the remodel of approximately 750 square feet of space for one new Bi-Plane imaging device, which will allow for comprehensive, multi-angled imaging for diagnosis and treatment. The current Project includes the remodel of 7,646 square feet for two hybrid operating rooms, four pre/post anesthesia care units, and support spaces. The current rooms and equipment being utilized are obsolete and there is an increased demand for additional operating rooms requiring this expansion. This resulted in the need to increase the scope of the Project to accommodate the Neurology, Vascular, and Cardiology services provided by ARMC as well as provide updated equipment and technology to improve patient care
C/A Architects will assume the role of design professional of record, continuing the design work initiated by Savely Healthcare Architects (Savely). As a condition of accepting this designation, C/A Architects requires a Hold Harmless Agreement with the County that indemnifies C/A Architects for Savely’s completed work. This request is based on the County's decision to utilize the construction documents previously prepared by Savely, rather than having C/A Architects produce new documents on which they can fully rely. By using the previously prepared documents, the County will save on costs, as well as time related to the design efforts needed for the additional scope.
This item meets the County and Chief Executive Officer goals and objectives of improving County government operations.
It is recommended the Board determine the Project to be categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15301, Class 1 subsections (a) and (e), Existing Facilities, as described in the Notice of Exemption. Section 15301 provides a categorical exemption for projects involving minor alterations to existing facilities with negligible or no expansion of capacity. All work involved in the Project is consistent with Class 1 exemptions and, therefore, will not have a significant environmental impact. No additional CEQA review is required at this time.
This Project is consistent with County Administrative Office approved CIP Project No. 17-114.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on Friday, December 20, 2024. A mandatory pre-bid meeting for prospective bidders is scheduled to be conducted on Thursday, January 16, 2025, at 8:00 A.M. at the ARMC loading dock parking lot located at 400 N. Pepper Avenue, in Colton. The bid opening for the Project is scheduled for Thursday, February 20, 2025, at 10:00 A.M. at PFMD, 620 South E Street, San Bernardino, CA 92415-0184.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans and specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
