RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Contract No. 25-07 with Woodcliff Corporation, Inc., for the San Bernardino County Animal Care Center Project in Bloomington, increasing the contract amount by $1,302,407.12 from $50,196,000 to $51,498,407.12, with no change to the construction contract term ending February 24, 2027 (Four votes required).

2.                     Approve Change Order No. 1 to Contract No. 25-07 with Woodcliff Corporation, Inc., for the San Bernardino County Animal Care Center Project in Bloomington, increasing the contract amount by $299,341.08, from $51,498,407.12 to $51,797,748.20, for additional work not included in the original design, with no change to the construction contract term ending February 24, 2027 (Four votes required).

FINANCIAL IMPACT

Approval of this item does not require additional Discretionary General Funding (Net County Cost). The amendment and change order will be funded through the San Bernardino County Animal Care Project (Project) (WBSE 10.10.1319) budget of $65,339,611. The Project is funded from a combination of the Animal Shelter Reserve and Discretionary General Funding in the amount of $60,839,611 and the State of California - Department of Parks and Recreation Office of Grants and Local Services (State) grant in the amount of $4,500,000.  Sufficient appropriation for the Project is available in San Bernardino County Capital Improvement Program 2025-26 budget.

BACKGROUND INFORMATION

The Project will provide a new animal care center, located at 18313 Valley Boulevard in Bloomington. The facility will offer on-site veterinary services, animal adoption services, animal care administration, and temporary animal housing. This Project will significantly enhance the Department of Public Health - Animal Care Division’s ability to serve county residents by increasing animal adoptions through integrated community outreach and modern veterinary practices.

 

On January 14, 2025 (Item No. 44), the Board of Supervisors awarded Contract No. 25-07 in the amount of $50,196,000, for the contract term of 730 calendar days for the Project to Woodcliff Corporation.

 

Approval of Recommendation No. 1, Amendment No. 1 to Contract No. 25-07, in the amount of $1,302,407.12, will allow the Project and Facilities Management Department to continue with the Project. The amendment encompasses a series of design revisions and corrections to the original contract documents and was released after the award of the contract for the Project.  The changes include structural modifications such as added rebar, dowels, and concrete revisions; architectural adjustments including Concrete Masonry Unit finishes, drywall and plaster refinements, window schedule updates, and door hardware changes; and building systems revisions covering access control, generator annunciator relocation, heating, ventilation, and air conditioning   adjustments, electrical circuiting, and fire alarm coordination. Collectively, these items represent necessary corrections to ensure constructability, code compliance, and proper integration of structural, architectural, and mechanical, electrical and plumbing systems.

 

Approval of  Change Order No. 1 to Contract 25-07, in the amount of $299,341.08, covers labor, materials, and equipment required to address the additional work added to the construction contract, which includes revisions to the animal shelter project scope, encompassing utility and site improvements, permitting, and program enhancements. Key items include fire line design modifications, subdrain installation at site walls, permit fee reimbursement, and AT&T coordination for work authorizations and cable removal. Additional enhancements include changes to glazing specifications, anti-graffiti coating, and the addition of the animal cage wash and covered truck wash areas. The change order also covers project support items such as consolidated plan sets for inspector use and flagging services for the groundbreaking ceremony. These changes reflect County directed scope additions that support project functionality, utility coordination, and operational needs.

 

This Project is consistent with County Administrative Office approved CIP Project No. 23-048.
