FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The amendment extends the contract period an additional year through August 31, 2024, with no change to the original award amount of $205,000. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in the 2024-25 recommended budget.
BACKGROUND INFORMATION
The University of California Davis, Koret Shelter Medicine Program (UC Davis KSMP) was awarded $50,000,000 in state funding to provide a variety of programs and direct funding support through grant allocations to local animal shelters through the statewide California for All Animals Program (Program). The intent of this program is to reduce the euthanasia of adoptable, healthy, and treatable pets.
The County is mandated to provide prompt veterinary care by state licensed veterinarians to injured, stray, and homeless pets. DPH Animal Care (Animal Care) currently uses the grant award to increase the level of care for pets in need of enhanced veterinary services in Animal Care facilities that otherwise may be subject to euthanasia, which aligns with the goals of the Program.
On June 2, 2022, the County Administrative Office authorized the submission of a grant application to UC Davis KSMP for the Program funding to provide animal shelter assistance, in the amount of $200,000, for a one-year grant period.
On October 25, 2022 (Item No. 59), the Board of Supervisors (Board) approved Agreement No. 22-1008 (Agreement) with UC Davis KSMP in total was the amount of $205,000, which included the original grant award of $200,000 plus an additional $5,000 in Program welcome funds. The additional funds are provided to ensure animal admission and disposition reports are provided annually to UC Davis KSMP. The term of the awarded grant was for the period of September 1, 2022 through August 31, 2023. The Board also authorized the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments on behalf of the County.
The grant award was expected to serve an estimated 200 pets. However, the intake of animals eligible for grant funds was lower than estimated (due to a downward trend of animals requiring advanced medical care) and the grant award is not expected to be fully utilized by the end of the original contract term. In an effort to ensure full use of the award, DPH and UC Davis KSMP agreed to extend the term of the award and broaden the scope of work to provide additional opportunities to care for animals in the county.
On July 5, 2023, DPH received Amendment No. 1 to the Agreement from UC Davis KSMP. The amendment extends the contract period through August 31, 2024, and expands the scope of work to include the purchase of 15 pet tag engraving machines and 15,000 pet identification tags and collars. The tag engravers, tags, and collars are to be distributed when the tag machines are delivered to the 15 facilities in the 24 cities in the County. 1,000 tags will be issued to each site. Furthermore, the scope of work is expanded to include the provision of veterinary medical care assistance, either by issuing medical care vouchers or by providing the services of contract veterinary practitioners, to owned/community pets. Currently, the grant only requires the County to use the awarded funds to expand veterinary care for pets in Animal Care facilities.
