Recommendation
Approve non-financial Memorandum of Understanding between the Department of Behavioral Health and the Housing Authority of the County of San Bernardino to provide housing subsidies and support services for the Mainstream Voucher Program, for the period of September 1, 2020 through August 31, 2023.

FINANCIAL IMPACT
This is a non-financial, in-kind Memorandum of Understanding (MOU) that does not impact Discretionary General Funding (Net County Cost). The Department of Behavioral Health (DBH) provides support services as an in-kind service match for housing subsidies through the Housing Authority of the County of San Bernardino’s (HACSB) Mainstream Voucher Program.
BACKGROUND INFORMATION
HACSB provides decent and affordable housing to low-income families and seniors within San Bernardino County. DBH provides mental health and/or substance use disorder services to San Bernardino County residents.
HACSB applied for and was awarded Mainstream Voucher Program grant funding to provide subsidies to individuals and families with a household member who is a non-elderly person with disabilities residing in San Bernardino County. DBH supported HACSB’s Mainstream Voucher Program grant application by providing a Letter of Intent submitted with HACSB’s grant application to provide supportive services to Mainstream Voucher Program participants.
Housing subsidies for approximately 117 Mainstream Vouchers are available. HACSB will work with DBH and other service providers to identify eligible individuals and families. DBH will refer eligible households to be assisted with housing subsidies and assist with the application process when the HACSB has Mainstream Vouchers available. HACSB will administer the housing subsidies and corresponding family obligation requirements, while DBH will provide supportive services, such as mental health services and substance abuse treatment. DBH will provide services to Medi-Cal or Medi-Cal eligible individuals with a Mainstream Voucher who meet medical necessity criteria for Specialty Mental Health Services.
The recommended MOU will allow HACSB to provide housing subsidies and DBH to provide in-kind supportive services to individuals and families in need. DBH and HACSB will review, monitor, and evaluate program outcomes to ensure adherence to requirements of the grant.
