Recommendation
Approve Amendment No. 1 to Master Services and Subscription Agreement No. 21-727 with Joint Commission Resources, Inc., for the provision of quality improvement and compliance consulting services, to extend the agreement term by approximately three months, for the total term of October 5, 2021 through December 31, 2026, with no change to the not-to-exceed amount of $800,000.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $800,000 is funded by State Medi-Cal, Federal Medicare, private insurance, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
ARMC contracts with Joint Commission Resources, Inc. (JCR) for educational and consultation services, publications, and software services that will enable ARMC to advance quality improvement and patient safety efforts. The Amendment to Master Services and Subscription Agreement No. 21-727 (Agreement) will extend the expiration date of the agreement with JCR to December 31, 2026 to ensure that JCR has a full calendar year to complete the Continuous Service Readiness (CSR) program for the last contract year. The CSR services include consultative technical assistance visits, reasonable offsite consulting time, complimentary education products, access to the CSR website, 15% discount on JCR products and services, publications, manuals e-products and consultative technical assistance and education. JCR bills annually for the CSR program subscription for a calendar year term of January 1 through December 31.
On October 5, 2021 (Item No. 7), as the result of a non-competitive procurement, the Board of Supervisors (Board) approved the Agreement with JCR for quality improvement and compliance consulting services in the amount of $400,000, effective October 5, 2021 through October 4, 2026.
On January 23, 2024 (Item No. 10), the Board approved an increase in funding allocation to the Agreement with JCR to expand its services to three other programs, in the amount of $400,000 for quality improvement and compliance consulting services, increasing the total amount from $400,000 to $800,000, with no change to the term of October 5, 2021 through October 4, 2026.
ARMC recommends approval of this Amendment as it will enable the hospital to maintain and improve operations throughout the facility to ensure safe, quality care is delivered to all patients.
