RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Find that the County Fire Station 305 Butler Building Acquisition Project is exempt under the California Environmental Quality Act Guidelines, Section 15303 (e), Class 3, New Construction or Conversion of Small Structures.
2. Approve plans and specifications for the County Fire Station 305 Butler Building Acquisition Project located at 8331 Caliente Road in Hesperia.
3. Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the County Fire Station 305 Butler Building Acquisition Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption for the County Fire Station 305 Butler Building Acquisition Project in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The County Fire Station 305 Butler Building Acquisition Project (Project) (WBSE 10.10.1200) total budget of $373,866 will be funded by the San Bernardino County Fire Protection District (SBCFPD) through the one-time use of North Desert Regional Service Zone Operating Fund (5903052442). It is anticipated that the total Project costs will exceed the original estimate due to unforeseen conditions and increased market escalation. No budget adjustments are requested at this time but will be presented to the Board of Supervisors and/or Board of Directors (Board) at a later date, if necessary.
BACKGROUND INFORMATION
Approval of the recommended actions will allow Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project. The Project will construct a new 4,000 square foot prefabricated metal storage building. SBCFPD provides emergency services to the City of Hesperia (City) and other surrounding jurisdictions. Fire Station 305 was constructed in 2007 and has provided emergency services since its construction.
Completion of the new, prefabricated metal storage building will provide storage for reserve apparatus equipment thereby reduce unnecessary wear and tear due to desert climate, as well as provide protection from potential tampering or theft and enable SBCFPD to continue to provide emergency services and maintain public safety to the areas it serves, supporting the County and SBCFPD’s goals and objectives to operate in a fiscally responsible and business-like manner and provide for the safety, health, and social services needs of county residents.
It is recommended that the Board determine the Project to be categorically exempt from further review under Section 15303 (e), Class 3, New Construction or Conversion of Small Structures, of the California Environmental Quality Act Guidelines (Title 14, California Code of Regulations). As evidenced by the Notice of Exemption, Section 15303 provides categorical exemption for the Project as the activities of the proposed project meet the description of a Categorical Exemption Class 3 Section 15303 (e). This Project is consistent with County Administrative Office approved Capital Improvement Program Project No. 22-013.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on July 26, 2024. A mandatory pre-bid meeting for prospective bidders is scheduled for August 13, 2024, at 9:00 a.m. at 8331 Caliente Road in Hesperia. The bid opening for the Project is scheduled for September 17, 2024, at 2:00 p.m. at PFMD, 385 N. Arrowhead Avenue, Third Floor, San Bernardino.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code Section 22039, the Board shall adopt plans and specifications for the Project.
