Body

COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Operate in a Fiscally-Responsible and Business-Like Manner.

Provide for the Safety, Health and Social Service Needs of County Residents.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The aggregate amount of $550,000 for Contract No. 4400025102 (Contract) with Innovative Design and Sheet Metal Products, Inc., dba Innovative Emergency Equipment (Innovative), for vehicle safety equipment installation and removal services will be funded within the Sheriff/Coroner/Public Administrator’s (Department) 2024-25 budget ($150,000) and is included in the 2025-26 budget ($200,000).

BACKGROUND INFORMATION

The Department’s Automotive Division acquires a combination of sedans, utility vehicles, prisoner transport vans, undercover vehicles, 4x4s, and off-highway vehicles for safety operations.  These vehicles require specific safety equipment, such as emergency lightbars, radios, computer mounts, etc., that may need to be fabricated, removed from existing vehicles and installed on new vehicles, or a combination of both.

On June 1, 2024, the Purchasing Agent approved the Contract with Innovative in an amount not to exceed $200,000, for the provision of vehicle safety equipment installation and removal services for the period of June 1, 2024 through June 30, 2025, with the option to extend the Contract by one additional one-year period. Due to the higher than anticipated need for installation and removal of equipment for the Department’s vehicles, the Contract’s maximum annual expenditures of $200,000 has been exhausted.

Approval of this item will allow for the increase of the annual maximum amount of Contract No. 4400025102 for 2024-25 by $150,000, for a total of $350,000, and establish spending authority of $200,000 for 2025-26 to allow Innovative to continue the provision of vehicle safety equipment installation and removal services through June 30, 2026.

PROCUREMENT

County Policy 11-04 requires departments to obtain Board of Supervisors approval for any contract exceeding $200,000 annually.  This contract is non-exclusive and may be terminated by either party upon 30 days’ advanced written notice.
