RECOMMENDATION
Recommendation
1. Approve a Library Pass Program with the San Bernardino County Library, allowing each library branch to lend, for up to seven days, one single-use museum pass for free admission during regular museum hours for up to two adults and three children to any of the two museums and five historic sites operated by the San Bernardino County Museum.
2. Authorize the Museum Director to add or reduce the number of library passes available to lend under the Library Pass Program with the San Bernardino County Library, or entirely terminate the Library Pass Program at any time.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Fees are not expected to be significantly impacted as the target audience for this program are new museum visitors and visitors already qualifying for discounted admission through the Board of Supervisors (Board) approved fee schedule. Any impact will also be negated by anticipated increases in rental and fieldtrip revenue.
BACKGROUND INFORMATION
The County Museum (Museum) is tasked with developing visitors’ appreciation of the diverse regional identity of the county and administers two museums and five historic branch sites throughout the county to achieve its mission.
Approval of the Recommendations by the Board would make accessing Museum sites easier for many families in the region who are already using services provided by County Library (Library), and who may not be able to afford Museum admission.
Library currently operates 32 library branches. Approval of this item for a Library Pass Program (Program) would allow each of these branches to lend one single-use Museum pass for free admission during regular Museum hours for up to two adults and three children. Approval of this item would also authorize the Museum Director to adjust the number of library passes available to lend under the Program or entirely terminate the Program.
This Program with the Library would be in addition to the existing Museums for All program, which provides $1 per person admission for Electronic Benefit Transfer cardholders and up to eight additional people in accordance with the Museum’s current Board-approved fee schedule.
This item aligns with the goals of the County and the Chief Executive Officer to ensure development of a well-planned, balanced, and sustainable county by providing access to Museum sites as treasured amenities that educate, inspire, and entertain county residents of all backgrounds and means.
