Approve Contract with Golden Star Technology, Inc., to upgrade the existing Wi-Fi wireless network solution, for an amount not to exceed $779,730, for the contract term of April 8, 2025 through April 7, 2030.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $779,730 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of the contract to upgrade the Wi-Fi wireless network solution (Contract) with Golden Star Technology, Inc. (GST) will allow ARMC to upgrade the current Wi-Fi wireless network solution.  ARMC’s current Aruba Wi-Fi infrastructure has reached end of life and can no longer support ARMC’s current and expanding needs. The upgrade to the Wi-Fi wireless network infrastructure will provide continued support, redundancy and expandability. The upgrade is comprised of hardware, such as access points, mounting systems and controllers, and includes management system software, and authentication services.

 

ARMC recommends the approval of the Contract to provide for the safety, health and social services needs of County residents by ensuring ARMC has the necessary wireless network solution to meet County healthcare needs.

 

PROCUREMENT

On October 18, 2024, Invitation to Bid (ITB) No. ARMC125-ARMC-5647 for Aruba Wi-Fi Upgrade was release. The ITB was released through the County’s Electronic Procurement (ePro) network. Seven proposals were received in response to the ITB and are listed below. Proposed costs were reviewed. GST proposed the lowest cost and ARMC determined that GST best meets ARMC’s needs and recommends award of the Contract.

On February 20, 2025, a tentative award letter was sent to GST. On that same day, the unsuccessful agencies were notified in writing that they may protest the qualification review by submitting a formal protest letter to the Purchasing Department (Purchasing) within 10 calendar days of the non-selection letters. No protests were received.

 

Purchasing approves this procurement based on the formal, competitive solicitation referenced above.
