RECOMMENDATION(S)
Recommendation
1. Accept and approve the following grant award agreements from the Tulare County Superintendent of Schools for the California Friday Night Live Partnership supporting the following local youth campaigns:
a. Betting On Our Future: Underage and Problem Gambling Awareness (Award No. 210354), in the amount of $3,000, for the period of September 15, 2020 through June 30, 2021.
b. Underage Drinking and Traffic Safety (Award No. 210368), in the amount of $9,000, for the period of October 1, 2020 through September 30, 2021.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to submit any subsequent non-substantive amendments to the grant award agreements on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the grant award agreements to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant funding in the total amount of $12,000 for these campaigns is funded by the Friday Night Live Partnership (FNL), the California Department of Public Health Office of Problem Gambling, and the California Office of Traffic Safety and does not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2020-21 and 2021-22 budgets.
BACKGROUND INFORMATION
FNL partnership grants provide monetary support for youth at local FNL chapters. FNL is a youth development program that promotes youth to make healthier choices regarding underage drinking, tobacco use, substance abuse, and problem gambling. The grant funding will be passed through to four local chapters to support their development and facilitation of FNL campaigns to help students develop their leadership skills and make healthier choices. Since 2013, DPH has partnered with local FNL chapters in order to receive this grant funding to support youth prevention activities at their local schools and clubs that have been certified as FNL chapters.
On August 26, 2020, the County Administrative Office approved the submission of grant applications to FNL, for the following FNL campaigns:
• Betting On Our Future: Underage and Problem Gambling Awareness application to purchase promotional materials and equipment to support the campaigns. Upon FNL approval and availability of funding, the awarded funds would be passed through directly to the Chaparral High School (Phelan) ASB FNL chapter to support prevention campaigns to bring awareness to underage and problem gambling.

Upon FNL approval and availability of funding, the awarded funds would be passed through directly to five FNL chapters to support prevention campaigns to bring awareness to underage and problem gambling. The application included the five proposed FNL chapters of Oak View High School (Yucaipa); Operation New Hope (San Bernardino); Granite Hills High School (Apple Valley); Adelanto High School (Adelanto); and Citrus Valley High School (Redlands).
On May 18, 2021, DPH received the grant award agreements from the Tulare County Superintendent of Schools for Betting On Our Future: Underage and Problem Gambling Awareness (Award No. 210354), in the amount of $3,000 for the Chaparral High School (Phelan) ASB FNL chapter, for the period of September 15, 2020 through June 30, 2021; and the Underage Drinking and Traffic Safety (Award No. 210368), in the amount of $9,000 for three of the five proposed FNL chapters, for the period of October 1, 2020 through September 30, 2021. The three FNL chapters in Award No. 201-368 included Granite Hills High School (Apple Valley); Adelanto High School (Adelanto); Operation New Hope (San Bernardino), in an amount of $3,000 per chapter.
This item is being presented at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval by the Board of Supervisors at this time will not impact on FNL activities.
