RECOMMENDATION(S)

Recommendation

1.                     Approve Contract with the City of Chino Hills to contribute funding towards improvement costs of Pinehurst Park, in an amount not-to-exceed $8,500,000, reallocating $500,000 previously awarded under Contract No. 22-296, for the period of June 11, 2024, through December 31, 2026.

2.                     Approve a reallocation of $50,000 from the Second District Board of Supervisors Operating budget to the Second District Board of Supervisors Discretionary Fund - Priorities Program budget to fund Purchase Order Agreement No. 4100345435 with the Rancho Cucamonga Chamber of Commerce for the Shop RC Program, through June 10, 2025.

3.                     Find it is in the best interest of the County to waive the use of the standard Board of Supervisors Discretionary Fund - Priorities Program contract for the program in Recommendation No. 2.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), and February 6, 2024 (Item No. 61), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, and $6 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.

 

Recommendation No. 1 will be funded by the Fourth District’s Priorities Program budget. $500,000 from Contract No. 22-296, which has been funded by the Fourth District’s Priorities Program budget, will also be reallocated to fund a portion of Recommendation No 1.

 

Recommendation No. 2 will be funded by the Second District's Priorities Program.

 

BACKGROUND INFORMATION

Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life, and meet the needs of the County’s residents.  Projects under the District Specific Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer (CEO) for Board approval.

 

On April 26, 2022 (Item No. 27), the Board approved Contract No. 22-296 with the City of Chino Hills (City) totaling $700,000 to purchase equipment to support recreation and educational needs. More specifically, $500,000 was for a public splash pad/restroom amenity in the City of Chino Hills; $100,000 for a mobile performing art stage (Show Wagon); and $100,000 for a mobile recreation vehicle. The City has identified Pinehurst Park as the ideal location for the splash pad/restroom amenity as it is in the southern portion of the City and most recreational amenities are in the central or northern part of the City.

 

Recommendation No. 1 approves a contract with the City to contribute funding towards improvements costs of Pinehurst Park, in an amount not-to-exceed $8,500,000, reallocating $500,000 previously awarded under Contract No. 22-296. Park improvements include a public splash pad/restroom amenity, a 6,000-8,000 square foot Center which will include a lobby, restrooms, staff areas to provide registration services to the public and program oversight, meeting rooms, a group gathering area, and multi-purpose room for larger group gatherings, additional amenities including group picnic areas, shade structures, and parking expansion. The Center will also serve as a cooling center during high heat events. The City will make a matching contribution of at least $2,125,000 (25%), towards the costs of this project. Providing funding to the City serves the public purpose of providing for the public health, social service, and recreational needs of residents.

 

The Rancho Cucamonga Chamber of Commerce Shop RC Program is a free community-focused program designed to provide businesses with increased exposure, and resources, fostering community engagement and support. The program initiative is to educate residents of Rancho Cucamonga about the benefits of shopping locally through a variety of communication methods including mailers, informational packets, social media outreach as well as hosting various events. Recommendation Nos. 2 and 3 assist the Second District Supervisor with meeting the economic well-being and social service needs of county residents by approving a reallocation of $50,000 to fund Purchase Order Agreement No. 4100345435 towards the Rancho Cucamonga Chamber of Commerce Shop RC Program and waiving the use of the standard Board of Supervisors Discretionary Fund - Priorities Program contract.

 

Under the standard Board Discretionary Fund Priorities Program contract terms, the CEO, at the direction of the identified District Supervisor, may extend the term of the contract, in writing, under the following conditions:

 

a.                     In aggregate all extensions do not exceed 12 calendar months;

b.                     Is specifically requested by the contractor;

c.                     Will not change the project goals or scope of services;

d.                     Is in the best interest of the County and contractor in performing the scope of services under the contract; and

e.                     Does not alter the amount of compensation under the contract.

 

Board discretionary funding allocations under the Priorities Program with community partners that include non-profit organizations, government entities, or educational institutions are non-competitive and must be for projects or services of $10,000 or more as described in County Policy 05-10. Contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
