RECOMMENDATION(S)

Recommendation

1.                     Declare the Bell UH-1H Huey Helicopter, Serial No. 69-15588 (registration No. N308SB), Equipment No. 253707, which is fully depreciated, as surplus fixed asset equipment that no longer meets the County’s needs and that should be returned to the California Emergency Management Agency, Law Enforcement Support Program (formerly 1033), Excess Property Program.

2.                     Declare the 1975 Rockwell 690A Turbo Commander fixed-wing aircraft, Serial No. 11304 (registration No. N823SB), Equipment No. 248165, which is fully depreciated, as surplus fixed asset equipment that no longer meets the County’s needs.

3.                     Authorize the Purchasing Agent to conduct a surplus sale or utilize an aircraft broker to determine a fair market value and sell the fixed asset referenced in Recommendation No. 2.

4.                     Authorize the Purchasing Agent to deposit the proceeds from the sale of the fixed asset referenced in Recommendation No. 2 into the County’s Asset Replacement Reserve.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Bell UH-1H Huey Helicopter (Equipment No. 253707) (Huey Helicopter) is fully depreciated and surplus to the County’s needs. Additionally, the Purchasing Agent will deposit the proceeds from the sale of the fully depreciated 1975 Rockwell 690A Turbo Commander (Equipment No. 248165) (Turbo Commander) into the County’s Asset Replacement Reserve.

 

BACKGROUND INFORMATION

The Sheriff/Coroner/Public Administrator (Department) provides law enforcement services in the unincorporated areas of the County, 14 contract cities, and one Indian Tribe. In support of these services, the Department’s Aviation Division utilizes a fleet of aircraft to provide narcotics surveillance, personnel/cargo transport, aerial photography, search and rescue operations, wild land fire suppression, emergency medical transportation services, and general law enforcement support throughout the County.

 

On July 10, 2001 (Item No. 89), the Board of Supervisors (Board) approved purchasing the Turbo Commander, which has been part of the Department’s fleet of four fixed-wing aircraft that were acquired with approval from the Board. The Turbo Commander has reached the end of its useful life and become costly to maintain and operate due to its age and parts availability.

 

The California Emergency Management Agency (CalEMA), Law Enforcement Support Program (LESO), formerly 1033 Excess Property program (1033 Program). Under Section 1033 of the National Defense Authorization Act of 1996, the Secretary of Defense is authorized to transfer excess United States Department of Defense (DOD) personal property to local law enforcement agencies for law enforcement purposes.

 

On August 5, 2014 (Item No. 52), the Board approved the Department’s request to obtain one Bell UH-1H helicopter through the 1033 Program for training and for personnel and medical transportation. The Huey Helicopter that was obtained is no longer needed by the Department due to the acquisition of a new Subaru Bell 412EPX helicopter, approved by the Board on December 19, 2023 (Item No. 92).

 

Under the terms of the 1033 Program, once an aircraft is no longer needed by the recipient agency, yet remains airworthy, the agency must return the aircraft to the DOD so that it may be made available to other program participants.

 

PROCUREMENT

Approval of this item will declare the Huey Helicopter listed in Recommendation No. 1 as surplus to the needs of the County and authorize it to be returned to the CalEMA 1033 Excess Property Program.

 

Additionally, Recommendations No. 2 and No. 3 will declare the Turbo Commander as surplus to the needs of the County and authorize the Purchasing Agent to solicit bids or contract the services of an aircraft broker agent to sell the aircraft for the highest possible value. Due to the highly specialized nature of the fixed asset, disposition will not be handled through standard auction contracts. The County Code of Ordinances permits the Purchasing Agent to consign the equipment with a broker or to negotiate directly with a single identified buyer.

 

County Policy 12-18 requires property with an estimated value of $10,000 or more be declared surplus by the Board. Further, County Policy 12-18, Standard Practice 1, requires the Purchasing Agent to initiate action to move property as designated in the agenda item, or to arrange for disposition.
