RECOMMENDATION(S)

Recommendation

Approve Revenue Agreement (State Agreement No. 23-0166-000-SA) with the California Department of Food and Agriculture, Division of Measurement Standards, for the Department of Agriculture / Weights & Measures to continue to provide, on behalf of the State, inspections of establishments selling or distributing fuels, lubricants and automotive products, for a maximum reimbursement of $28,800 for the period of July 1, 2023 through June 30, 2024.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). The California Department of Food and Agriculture, Division of Measurement Standards (CDFA, DMS) will reimburse AWM for performing inspection services related to the Fuels, Lubricants and Automotive Products Program, for a maximum reimbursement of $28,800 for the period of July 1, 2023, through June 30, 2024. Services per the agreement will be fulfilled by existing AWM staff. Sufficient appropriation and revenue will be included in the Department of Agriculture / Weights & Measures (AWM) 2023-24 recommended budget.

 

BACKGROUND INFORMATION

The recommended revenue agreement with CDFA, DMS will reimburse AWM for performing inspection services related to the Fuels, Lubricants and Automotive Products Program, for a maximum reimbursement of $28,800 for the period of July 1, 2023, through June 30, 2024.

 

AWM will continue to perform inspections, such as retail service stations and distributors of engine fuels, to determine compliance with appropriate provisions of the California Business and Professions Code and California Code of Regulations relating to the advertising and labeling of fuels, lubricants and automotive products, on behalf of the State. CDFA, DMS determined that these inspections should be performed by counties because of the widespread distribution of establishments offering fuels, lubricants and automotive products and services.

 

This revenue agreement aligns with the County and Chief Executive Officer goals and objectives to pursue County goals and objectives by working with other agencies with respect to performing inspections for the Fuels, Lubricants and Automotive Products Program on behalf of CDFA, DMS and receiving reimbursement for the work performed.

 

The Board of Supervisors first approved the initial revenue agreement with CDFA, DMS in 1988 to provide inspection services at locations throughout San Bernardino County and a revenue agreement has since been renewed on a continual annual basis.
