Recommendation
1. Acting as the governing body of County Service Area (CSA) 20 (Joshua Tree), CSA 70 TV-2 (Morongo Valley), CSA 29 (Lucerne Valley), CSA 64 (Spring Valley Lake), CSA 70 J (Oak Hills), CSA 18 (Cedarpines), and CSA 70 D-1 (Lake Arrowhead):
a. Approve Notice of Interest for the California Governor’s Office of Emergency Services 2021 Hazard Mitigation Grant Program in the amount of $810,000 for the purpose of securing funding to support the Department of Public Works - Special Districts Generator Acquisition and Installation Project.
b. Authorize the Director of the Department of Public Works, to execute and file the Notice of Interest with California Governor’s Office of Emergency Services in connection with the 2021 Hazard Mitigation Grant Program.
2. Acting as the governing body of the Big Bear Valley Recreation and Park District:
a. Approve Notice of Interest for the California Governor’s Office of Emergency Services 2021 Hazard Mitigation Grant Program in the amount of $90,000 for the purpose of securing funding to support the Department of Public Works - Special Districts Generator Acquisition and Installation Project.
b. Authorize the Director of the Department of Public Works, to execute and file the Notice of Interest with California Governor’s Office of Emergency Services in connection with the 2021 Hazard Mitigation Grant Program.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works - Special Districts (Special Districts) is seeking a grant of $900,000 from the California Governor’s Office of Emergency Services (Cal OES) 2021 Hazard Mitigation Grant Program (HMGP) for the $1,200,000 estimated cost of acquiring and installing a total of 10 generators at various locations ($120,000 per location). The 25% local match requirement associated with this grant ($300,000) will be funded by a Special Districts in-kind contribution of staff and equipment.
If grant funds are ultimately awarded, Special Districts will return to the Board of Supervisors/Board of Directors (Board) for acceptance of the grant award and approval of the related budget adjustments.
BACKGROUND INFORMATION
The Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program funds plans and projects that reduce the effects of future natural disasters. In California, these funds are administered by Cal OES. The Cal OES Hazard Mitigation Planning Division assists local and tribal governments with hazard mitigation planning, as well as leads coordination efforts to develop the State Hazard Mitigation Plan. The 2021 Cal OES HMGP provides a funding opportunity for communities to implement mitigation activities that reduce risk to life and property from natural hazards.
Special Districts is requesting Board approval to seek 2021 Cal OES HMGP funding for use in acquiring and installing a total of ten stationary generators (one each at the following locations) to help mitigate hazards in the event of a natural disaster causing a power shut off event:
• CSA 20 (Joshua Tree) - Joshua Tree Community Center
• CSA 70 TV-2 (Morongo Valley) - Television Transmission Site
• CSA 29 (Lucerne Valley) - TV Block House
• CSA 64 (Spring Valley Lake) - Well 7
• CSA 70 J (Oak Hills) - Well 1
• CSA 70 J (Oak Hills) - Site 2A Water Reservoir Site
• CSA 70 J (Oak Hills) - Site 3A Water Reservoir Site
• CSA 18 (Cedarpines) - Operations Yard
• CSA 70 D1 (Lake Arrowhead) - Operations Yard
• Big Bear Valley Recreation and Park District - Big Bear Gym
The 10 proposed locations were identified by each affected CSA’s Division Manager as critical facilities within their various communities. The acquisition and installation of generators at these locations will help mitigate the risk of power loss due to extreme snow, rain, heat, and other variables or natural disasters that negatively impact Special Districts’ ability to safely serve these communities.
A Notice of Interest (NOI) for the Generator Acquisition and Installation Project must be submitted to Cal OES prior to submittal of a full grant subapplication. If Cal OES determines that this project is eligible for 2021 HMGP funding, Special Districts will return to the Board for approval to submit the grant subapplication. The subapplication would be due to Cal OES by March 10, 2022.
PROCUREMENT
If grant funds are awarded, Special Districts will collaborate with Fleet Management on the procurement and installation of the generators by preparing a Request for Proposal to solicit competitive bids in accordance with California Public Contract Code and County policy.
