RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2 to Contract No. 21-01 with The Gordian Group, Inc. dba The Mellon Group, for consulting services for the County’s Job Order Contracting Program, extending the contract term one year, for a total contract term of January 12, 2021 through January 11, 2027, and increasing the contract amount by $420,000, from $4,000,000 to a total not-to-exceed amount of $4,420,000.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This contract is funded from projects approved by the Board of Supervisors (Board) as part of the Capital Improvement Program (CIP) or reimbursed from available funds in the budgets of the departments that initiate the projects.

 

BACKGROUND INFORMATION

Job Order Contracting (JOC) allows the County to rapidly engage contractors to perform repairs, renovations, remodels, or other repetitive work at existing public facilities utilizing a unit price structure. Experience with JOC has shown that this procurement method can offer time and cost savings to the County.

 

On January 5, 2021 (Item No. 36), the Board approved Contract No. 21-01 (Contract) with The Gordian Group, Inc. dba The Mellon Group (Gordian) for JOC consulting services for a not-to-exceed amount of $2,000,000, for a total contract term of January 12, 2021, through January 11, 2024.

 

On December 5, 2023 (Item No. 40), the Board approved Amendment No. 1 to the Contract with Gordian, increasing the contract amount by $2,000,000, from the original amount of $2,000,000 to the not-to-exceed amount of $4,000,000, and extending the contract two additional years, for a total contract term of January 12, 2021, through January 11, 2026.

 

This amendment will result in a total contract term of six years, from January 12, 2021, through January 11, 2027. Under County Policy 11-05, contracts are generally limited to five years unless a longer duration is specifically justified and approved by the Board.

 

The Project and Facilities Management Department (PFMD) recommends approval of the amendment to allow time for the department to complete a competitive procurement process for JOC consulting services to intentionally attract additional vendors and maintain competitive procurement practices without having a gap in services to the County.
