Body
COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Improve ARMC County Hospital Operations.
Provide for the Safety, Health and Social Service Needs of County Residents.
FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The amendment, in the amount of $173,580, will be fully funded within the existing approved budget for the Arrowhead Regional Medical Center (ARMC) Bi-Plane Project (Project) (WBSE 10.10.0248). The Project has a total budget of $32,375,067, funded by ARMC Enterprise Funds, as approved by the Board of Supervisors (Board) as part of the 2025-26 Capital Improvement Program Budget on June 10, 2025 (Item No. 136).
BACKGROUND INFORMATION
The Project scope includes the remodel of 7,646 square feet which encompasses two hybrid operating rooms, four pre/post anesthesia care units, and support spaces. The current rooms and equipment are obsolete and there is an increased demand for additional operating rooms. As a result, the Project scope was expanded to support Neurology, Vascular, and Cardiology services provided by ARMC and to incorporate updated equipment and advanced technology to enhance patient care.
On December 17, 2024 (Item No. 67), the Board authorized the Project and Facilities Management Department (PFMD) to advertise for competitive bids for the Project. On December 20, 2024, PFMD advertised in the Daily Press, six plan rooms, and on the County’s Electronic Procurement Network (ePro) via Request for Proposals (RFP) No. ANE223-ANE2C-5685. On February 25, 2025, one bid was received.
On April 29, 2025, (Item No. 45), the Board awarded Contract No. 24-240 for the Project, in the amount of $13,915,578, to Healthcare Design and Construction, LLC (Contractor), the lowest responsive and responsible bidder, with a construction completion duration of 550 days.
Approval of Amendment No. 1 will compensate the Contractor for unforeseen conditions encountered during construction of the Project, requiring limited modifications to the construction contract to maintain patient safety, comply with regulatory requirements, and support uninterrupted facility operations. The amendment includes the removal and disposal of existing furniture to accommodate the project footprint, temporary exterior scaffolding and limited building-envelope work to ensure safe access, pre-demolition and post-construction air-balance testing required by the California Department of Health Care Access and Information, and temporary upright fire-sprinkler coverage within the construction zone to meet life-safety standards. These scope adjustments were not reasonably identifiable at the time of the bid and are necessary to ensure compliance while preserving project schedule and integrity.
This Project is consistent with the County Administrative Office approved CIP Project Request No. 17-114.
Public Contract Code section 20136 requires all construction contract change orders and amendments to have four vote approval by the Board.
PROCUREMENT
