RECOMMENDATION(S)
Recommendation
1. Find that the ARMC Sterilization System Installation Project in Colton is exempt under the California Environmental Quality Act Guidelines, Section 15302, Class 2, subsections (b) and (c), Replacement or Reconstruction.
2. Approve the plans and specifications for the ARMC Sterilization System Project located at 400 N. Pepper Avenue in Colton.
3. Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the ARMC Sterilization System Installation Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The ARMC Sterilization System Installation Project (Project) (WBSE 10.10.1142), with a budget of $5,212,983, is funded from the Arrowhead Regional Medical Center (ARMC) Enterprise Fund as part of the 2024-25 Capital Improvement Program budget approved by the Board of Supervisors (Board).
BACKGROUND INFORMATION
The recommended actions will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located in Colton. The Project will utilize and tie in existing underground utilities to provide points of connections to support the operation and deployment of the Mobile Sterile Processing Department (SPD) trailer located in the north end of the loading dock of ARMC. The trailer will allow ARMC to continue with operations while the decontaminated area of the SPD is undergoing equipment replacement and remodeling. The scope of this Project includes installing seismic anchor points for the SPD trailer, a temporary covered platform, and the tie in to existing underground utilities for power, water, fire sprinkler, fire alarm, data, and sewage.
It is recommended the Board determine the Project be categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15302, Class 2, subsections (b) and (c), Replacement or Reconstruction, as described in the Notice of Exemption. Section 15302 provides categorical exemption for projects involving replacement of commercial structures with new structures of substantially the same size and purpose as well as the replacement of existing facilities involving negligible or no expansion of capacity. All work involved in the Project is consistent with Class 2 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.
This Project is consistent with County Administrative Office approved Capital Improvement Program Project No. 21-154.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on Friday, July 12, 2024. A Mandatory Pre-Bid Meeting for prospective bidders is scheduled to be conducted on Tuesday, August 6, 2024, at 10:00 a.m. at the ARMC loading dock in the parking lot located at 400 N. Pepper Avenue, in Colton. The bid opening for the Project is scheduled for Thursday, September 5, 2024, at 10:00 a.m. at PFMD 385 N. Arrowhead Avenue, Third Floor, San Bernardino, CA 92415.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans and specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
