RECOMMENDATION(S)

Recommendation

1.                     Accept grant award (Grant Award No. 2021-0015) in the amount of $565,316 from the California Governor’s Office of Emergency Services for the 2021 Emergency Management Performance Grant Program, of which San Bernardino County will retain $307,008 and the remaining $258,308 will be distributed to grant subrecipients, for continued support of comprehensive emergency management programs and to encourage the improvement of mitigation, preparedness, response and recovery capabilities for all hazards, with a grant performance period of July 1, 2021 to June 30, 2023.

2.                     Approve Subrecipient Agreement/Assurances template for use by San Bernardino County to enter into agreements with all grant subrecipients for Grant Award No. 2021-0015.

3.                     Authorize the Deputy Executive Officer or Emergency Services Manager to sign the Subrecipient Agreement/Assurances with all grant subrecipients and any other documents necessary for Grant Award No. 2021-0015. 

4.                     Accept grant award (Grant Award No. 2021-0014) in the amount of $76,420 from the California Governor’s Office of Emergency Services for the 2021 Emergency Management Performance Grant-American Rescue Plan Act, of which San Bernardino County will retain the entirety of the award amount, for continued support of comprehensive emergency management programs and to encourage the improvement of mitigation, preparedness, response and recovery capabilities for all hazards, with a grant performance period of July 1, 2021 to June 30, 2023.

5.                     Adopt Resolution amending Resolution No. 2022-17 to authorize the Deputy Executive Officer to take certain actions as provided in the resolution for the 2021 Emergency Management Performance Grant (Grant Award No. 2021-0015) and the 2021 Emergency Management Performance Grant-American Rescue Plan Act (Grant Award 2021-0014).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The Fiscal Year (FY) 2021 Emergency Management Performance Grant (EMPG) of $565,316 and the FY 2021 EMPG-American Rescue Plan Act (ARPA) of $76,420 will be used to fund programs/projects in the following areas: planning, training, equipment, organization, and management/administration costs. Of the $641,736 total allocation, the San Bernardino County Office of Emergency Services (OES) will be allocated $383,428 and the remaining $258,308 will be distributed to 12 subrecipient cities/towns, as reflected in the following table:

The FY 2021 EMPG and FY 2021 EMPG-ARPA grants both require a dollar-for-dollar match (cash or in-kind) that will be met collectively between OES and the participating cities/towns based on their specific allocation.

 

The budget associated with these grant awards will subsequently be submitted for approval by the Board of Supervisors (Board) as needed.

 

BACKGROUND INFORMATION

EMPG is a program offered by the Federal Emergency Management Agency/Department of Homeland Security to provide funding for support of comprehensive emergency management programs at the state, tribal and local levels to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards.  The San Bernardino County Operational Area, which was established as an intermediate level of the State’s emergency services organization to manage and/or coordinate emergency preparedness efforts, has been receiving EMPG funds annually since 2004. For the FY 2021 EMPG, additional funding has been provided under ARPA.

 

On January 25, 2022 (Item No. 20), the Board authorized submittal of grant applications to the California Governor’s Office of Emergency Services (Cal OES) for FY 2021 EMPG and FY 2021 EMPG-ARPA funding.  This item also adopted Resolution No. 2022-17, as required by the California Governor’s Office of Emergency Services, authorizing the Chairman of the Board, the Chief Executive Officer, and the Emergency Services Manager to execute and file documents for submittal of the grant applications, act as signatories for documents required to administer the grant, and execute grant amendments.  The applications requested $565,316 and $76,420, respectively, to continue the County’s efforts to prevent, prepare for, mitigate against, respond to and recover from emergencies or disasters, whether natural or man-made.

 

On February 17, 2022, OES, as the lead agency for the San Bernardino County Operational Area, received notification from Cal OES that the FY 2021 EMPG and FY 2021 EMPG-ARPA applications were approved in the requested amounts. Pursuant to County Policy 05-13, Board approval is needed to accept the grant awards. The funding will be used for several projects that align with the goals of the EMPG Program.  A complete list of these projects was presented to the Board on January 25, 2022 (Item No. 20) as two separate attachments. The performance period of these grants is retroactive to July 1, 2021, and will end June 30, 2023. 

 

This item also requests approval of a Subrecipient Agreement/Assurances template. This agreement will be completed and executed by the grant subrecipients receiving funding under Grant Award No. 2021-0015 to ensure that the subrecipients comply with all applicable terms and conditions of the grant award. The item will authorize the Deputy Executive Officer or Emergency Services Manager to execute Subrecipient Agreement/Assurances with all grant subrecipients and any other documents necessary for Grant Award No. 2021-0015. In addition, the department is requesting that the Board adopt a Resolution amending Resolution No. 2022-17 to authorize the Deputy Executive Officer to execute and file documents for submittal of the grant applications, act as signatories for documents required to administer the grant, and execute grant amendments.
