Recommendation
Approve Amendment No. 1, effective June 22, 2021, to Revenue Contract No. 20-874 (State Revenue Agreement No. MI-2021-20) with the California Department of Aging for the provision of Medicare Improvements for Patients and Providers Act services, updating Exhibit A Scope of Work to complete activities in process from the prior fiscal year, Exhibit B Budget Display to update the budget, and increasing the total contract amount by $8,886, from $66,581 to $75,467, with no change to the contract period of October 1, 2020 through August 31, 2021.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $8,886 for Medicare Improvements for Patients and Providers Act (MIPPA) services is 100% funded by federal revenue allocated to the California Department of Aging (CDA). Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2020-21 and 2021-22 budgets.
BACKGROUND INFORMATION
Under this recommended contract amendment, DAAS will receive additional funds to provide health insurance counseling and advocacy for Medicare beneficiaries and community education throughout San Bernardino County (County). CDA administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State. CDA provides funding through contracts with local Area Agencies on Aging (AAA) to help older and disabled individuals live independently, promote healthy aging, and assist family members in their care-giving role. As the designated local AAA, DAAS receives funding annually to provide MIPPA services to eligible residents throughout the County.
MIPPA funds allow DAAS to expand outreach and Medicare beneficiary enrollment in Prescription Drug Benefit Low Income Subsidy Programs, the Medicare Savings Program, and other healthcare related programs to older adults. MIPPA funds can only be awarded to the designated Health Insurance Counseling and Advocacy Program (HICAP) agency for each AAA. The funding provided in State Revenue Agreement No. MI-2021-20 provides outreach and assistance to approximately 632 seniors with limited income in rural areas of the County.
On September 15, 2020 (Item No. 4), the Board of Supervisors approved County Revenue Contract No. 20-874 (State Revenue Agreement No. MI-2021-20) with CDA for the provision of MIPPA services in the amount of $66,581, for the period of October 1, 2020 through August 31, 2021. In addition, this item adopted a resolution authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. MI-2021-20, on behalf of the County, subject to review by County Counsel.
