Recommendation
Approve Amendment No. 1 to EPIC Customer License Agreement No. 20-163 with the National Comprehensive Cancer Network for access to evidence-based treatment guidelines for cancer patients, retroactively effective on April 7, 2022, to correct the term of the Agreement for the five-year period of April 7, 2020 through April 6, 2025, with no change to the contract amount of $89,515.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). There is no cost associated with this amendment beyond the cost associated with the approval of the original agreement in the amount of $89,515 as this amendment corrects the term of the underlying agreement, matching the term to the dates specified in the original item as approved by the Board of Supervisors (Board). Sufficient appropriation for the agreement has been included in Arrowhead Regional Medical Center (ARMC) 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of this amendment will provide ARMC with continued access to evidence-based treatment guidelines for cancer patients. The guidelines provided by the National Comprehensive Cancer Network (NCCN) include discovery as well as surgical and oncological procedures that follow the American College of Surgeons Optimal Resources for Cancer Care's accredited cancer programs. The ARMC Cancer Care Program provides comprehensive, standardized, high quality, evidence-based cancer care for the San Bernardino County community and Southern California.
The NCCN Program provides patient care histories accessible through the electronic healthcare record system, EPIC. Through the license agreement, ARMC physicians and medical staff will have access to NCCN developed-content regarding the currently accepted approaches to cancer treatment, including without limitation, the use of the NCCN Templates® and related NCCN Guidelines® as integrated into the medical oncology platform provided by EPIC.
On April 7, 2020 (Item No. 5), the Board approved License Agreement No. 20-163 with NCCN in the amount of $89,515 for the five-year term of April 7, 2020 through April 6, 2025. However, the License Agreement mistakenly indicated that the term was for two years, from April 7, 2020 through April 6, 2022. This Amendment corrects the term of the License Agreement to accurately reflect the five-year term, as specified in the April 7, 2020, Board Agenda item, with no change to the total contract amount of $89,515.
ARMC recommends approval of the Amendment to the License Agreement with NCCN for the continuity of care to cancer patients within the County from ARMC physicians and medical staff using consistent standards for appropriate medical treatment.
PROCUREMENT
Purchasing continues to support this non-competitive procurement based on equipment/system compatibility. There is no other database that provides chemotherapy regimens similar to the NCCN Program that can be adapted for use with ARMC's new electronic health record system, EPIC.
