Recommendation

Acting as the governing body of the Inland Counties Emergency Medical Agency:

1.                     Conduct a public hearing to review a proposed resolution that establishes the Inland Counties Emergency Medical Agency fee schedule to provide for reimbursement of the costs of oversight of the Emergency Medical Services System in San Bernardino, Inyo, and Mono counties, effective July 1, 2022.

2.                     Make alterations, if necessary, to proposed resolution.

3.                     Adopt resolution establishing the Inland Counties Emergency Medical Agency fee schedule to provide for reimbursement of the costs of oversight of the Emergency Medical Services System in San Bernardino, Inyo and Mono counties, effective July 1, 2022.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This item will allow Inland Counties Emergency Medical Agency in(ICEMA) to establish a fee schedule in order to recover costs associated with providing medical control and emergency medical services to the public. The proposed fee schedule is expected to generate approximately $522,120 in cost recovery for 2022-23, which will be included in the ICEMA 2022-23 recommended budget.

 

BACKGROUND INFORMATION

ICEMA is requesting the adoption of a resolution that establishes the ICEMA Fee Schedule and sets forth the fees to be charged by ICEMA, effective July 1, 2022, for its regulatory oversight of emergency medical services (EMS) and the services it provides within San Bernardino, Inyo, and Mono counties.  The proposed resolution includes fees related to the provision of medical control, aircraft medical control, EMS credentialing of personnel, training program approvals, specialty care hospital designations, and various other services. This resolution will repeal the existing Resolution No. 2020-93 that was in place for 2020-21 and 2021-22.

 

California Health and Safety Code, Section 1797.200, requires the local EMS agency, ICEMA, to oversee the components of the EMS system that include:

 

                     Medical Control

                     Aircraft Medical Control

                     System Organization and Management

                     Staffing and Training

                     Transportation

                     Assessment of Hospitals and Critical Care Centers

                     Data Collection

                     Public Information and Education

                     Disaster Response

 

ICEMA’s proposed fees represent the estimated cost of providing various medical control services.

 

ICEMA is a Joint Powers Authority and is the local EMS agency for San Bernardino, Inyo, and Mono counties.  ICEMA is tasked with ensuring an effective system of quality patient care and coordinated emergency medical response by planning, implementing and evaluating an effective emergency medical services system including pre-hospital providers, specialty care hospitals and hospitals.
