RECOMMENDATION(S)
Recommendation
1. Authorize the purchase of an unbudgeted Mammography System in the amount of $450,000 and an Ultrasound Active Imaging System in the amount of $308,400, as detailed in Attachment A.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section, to the Arrowhead Regional Medical Center's 2022-23 budget to fund registry costs and the purchase of unbudgeted fixed asset (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The recommended budget adjustments, as reflected in the below table, are needed to provide Arrowhead Regional Medical Center (ARMC) with sufficient appropriation authority in 2022-23 to fund registry costs in the amount of $1,010,500 and the purchase of unbudgeted fixed assets in the amount of $758,400, as detailed in Attachment A. The total costs of $1,768,900 will be funded by the below budgeted adjustments and department budget savings from equipment due to actual equipment costing less than initially budgeted.

BACKGROUND INFORMATION
Approval of the recommendations will provide ARMC with sufficient appropriation to fund higher than anticipated expenses primarily related to registry staff. The COVID-19 pandemic put a strain on the availability of staffing at healthcare facilities. Registry staff, temporary staff used by ARMC during times of staff shortages, were utilized in order to help maintain safe nurse-to-patient ratios as required by Assembly Bill 394.
The purchase of the unbudgeted fixed assets for the Hologic Selenia Mammography System and Ultrasound Active Imaging System, as detailed in Attachment A, will allow ARMC to provide for the health and safety of county residents. The Hologic Selenia mammography system, a new fixed asset, will be utilized at ARMC’s new Fontana clinic. The mammography system will expand patient services and is essential in detecting and helping doctors diagnose and treat medical conditions, such as breast cancer. The new Ultrasound Active Imaging System being added to the Operating Room Department ensures the hospital has industry standard equipment allowing for minimally invasive procedures. This equipment permits operating room staff to obtain real-time visualization of complex anatomical variations, helping surgeons make critical decisions as well as checking for optimal needle placements during surgery.
