RECOMMENDATION(S)

Recommendation

1.                     Approve the following updates to the multi-jurisdictional board appointments, originally approved by the Board of Supervisors on January 28, 2025, as detailed below, and which are included in Attachment A:

a.                     Change the appointment of the Second District Supervisor Jesse Armendarez from a Delegate Designee to a Member Designee on the Behavioral Health Commission.

b.                     Add the Animal Resource Center of the Inland Empire and reflect the appointment of the Fourth District Supervisor Curt Hagman as Director, and the Second District Supervisor Jesse Armendarez as alternate Director.

c.                     Appoint Fourth District Supervisor Curt Hagman as the alternate on the Santa Ana Watershed Project Authority One Water One Watershed Steering Committee. 

2.                     Direct the Clerk of the Board of Supervisors to file an updated Form 806 for Designated Membership and/or Discretionary Appointments if required, in accordance with the California Fair Political Practices Commission Regulation 18702.5.

FINANCIAL IMPACT

Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost). Pursuant to California Fair Political Practices Commission (FPPC) Regulation 18702.5, some of these public official appointments involve additional compensation and may be posted and reported on FPPC Form 806.

 

BACKGROUND INFORMATION

On January 28, 2025 (Item No. 4), the Board of Supervisors (Board) approved the list of Board, Commission and Committee Assignments (Attachment A) of Board members to represent the County on more than 50 County and multi-jurisdictional boards, commissions, committees, task forces, advisory groups, steering committees and public authorities (boards).  This included a designation for the Second District Supervisor Jesse Armendarez as Delegate Designee for the Behavioral Health Commission (BHC) and it should have stated a Member Designee.  Attachment A did not include an alternate member appointment for the Santa Ana Watershed Project Authority One Water One Watershed Steering Committee (SAWPA OWOW).

 

On February 25, 2025 (Item No. 30), the Board approved the Joint Exercise Powers Agreement No. 25-121 with the cities of Ontario and Chino, for membership in the Animal Resource Center of the Inland Empire (ARC), which provides for animal control and sheltering services.

 

Recommendation No. 1 will update Attachment A to reflect the change in designee title for the Board member representing the County on the BHC, add the ARC to the list and reflect the Board members representing the ARC, and add Fourth District Supervisor Curt Hagman as the alternate member appointment on the SAWPA OWOW

 

Recommendation No. 2 will direct the Clerk of the Board of Supervisors to update and post the FPPC Form 806, Agency Report of Public Official Appointments, as necessary.
