Recommendation
Approve employment contract with Judith Fulton for the provision of Historic Site Manager services at the Maria Merced Williams and John Rains House in Rancho Cucamonga, for the estimated annual total compensation cost of $43,260 (Salary - $14,560, Benefits - $28,700), for the period of July 1, 2025 through June 30, 2026.

FINANCIAL IMPACT
Approval of this employment Contract (Contract) will not result in the use of additional Discretionary General Funding (Net County Cost). The total annual compensation package for the Historic Site Manager agreement is $43,260. This is based on a cash stipend ($14,560), use of the residence (valued at $25,200), including utilities (valued at $3,500). The cash stipend portion of the compensation is the primary direct cost to the Museum in connection with this agreement. Sufficient appropriation and revenue for this Contract will be included in the County Museum’s (Museum) 2025-26 recommended budget.
BACKGROUND INFORMATION
The Museum is tasked with developing visitors’ appreciation of the county’s diverse regional identity and administers five museum branch sites throughout the county to achieve its mission. The Maria Merced Williams and John Rains House in Rancho Cucamonga is currently operated as a historic branch site of the Museum.
Approval of this employment agreement will authorize the employment of a resident Historic Site Manager, Judith Fulton, for the care of the Maria Merced Williams and John Rains House for the period of July 1, 2025, through June 30, 2026. On June 25, 2024 (Item No. 67), the Board of Supervisors (Board) approved the Employment Agreement No. 24-501 with Ms. Fulton to provide Historic Site Manager services from July 1, 2024, through June 30, 2025, in the amount of $40,220 (Salary - $11,510, Benefits - $28,710). The Historic Site Manager resides on-site and performs a variety of tasks, including facilitating public access, tours, maintenance and repairs preserving the historic and aesthetic integrity of the site, and security. Compensation under the agreement is based on a cash stipend and valuation for use of residence and utilities.
The Museum is recommending a new employment agreement with Ms. Fulton based on her experience and years of service to the Museum. Either party may terminate the agreement by giving the other party 15 days’ written notice.
The new employment agreement includes pay elements that correspond with other site manager services and aligns with the County and Chief Executive Officer goal to ensure development of a well-planned, balanced, and sustainable county by recognizing the historic sites as treasured amenities that provide a glimpse of our past heritage that can be shared with patrons.
