RECOMMENDATION(S)

Recommendation

Approve Revenue Interim Use Permit with Seven Point, Inc. for the use of the Glen Helen Regional Park, located in the unincorporated area of Devore, to hold the annual Sheriff’s Rodeo and Boy Scout Campout in the last week of September, for the next three years, whereby the Regional Parks Department will receive $12,000 in use fees each year.

FINANCIAL IMPACT

Approval of this Revenue Interim Use Permit (Permit) does not require the use of additional Discretionary General Funding (Net County Cost). Under this Permit, Seven Point, Inc. (Permittee) will pay the Regional Parks Department (Department) $11,000 for full park closure for three days each year at the Glen Helen Regional Park (Park) and $1,000 for use of all campground sites for seven nights each year to hold the annual Sheriff’s Rodeo and Boy Scout Campout (Event).

 

The Permittee will also submit a $4,000 deposit 30 days prior to the Event each year, which will be used to pay for any damages incurred due to the Permittee’s use of the Park during the Event. The Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals, as well as securing the required insurance for this Event.  Adequate appropriation and revenue have been included in the Department’s 2024-25 budget and will be included in future years’ recommended budgets when applicable.

 

BACKGROUND INFORMATION

The Department operates and maintains eight regional parks including the Park, located in the unincorporated area of Devore, and provides for the rental of park property through Board of Supervisors approved fees. The recommended Permit between the Department and Permittee allows for full park closure Friday through Sunday and the use of all camping sites from Monday through Saturday in the last week of September 2024-2026 to hold the Event. The Department will receive total use fees of $12,000 annually.

 

This recommended Permit aligns with the County and Chief Executive Officer’s goal and objective to operate in a fiscally-responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.

 

The Permittee is a not-for-profit organization, and the Event supports a number of charitable organizations such as Challenge Children’s Rodeo, Tough Enough to Wear Pink, 4H Club, Yucaipa Equestrian Center, California State Horsemen’s Association, and East Valley Second Chance. This Event will include Explorer Scouts, Boy Scouts, and Cub Scouts featuring numerous activities such as wall climbing, archery, and mobile racing in which 1,500 to 2,000 participants are expected to attend. The Permittee has been hosting this Event at the Park since 2007.
