RECOMMENDATION(S)
Recommendation
1. Accept allocation from the California Department of Aging for Aging and Disability Resource Connection/No Wrong Door System relief funds for the prevention, preparation, and response to COVID-19, in the amount of $277,638, for the period of April 1, 2020 through September 30, 2021.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments as indicated in the Financial Impact section below to the Department of Aging and Adult Services 2020-21 budget in the amount of $277,638 for the allocation to allow sufficient appropriation to pay for Aging and Disability Resource Connection/No Wrong Door System program COVID-19 services. This item does not require additional Discretionary General Funding (Net County Cost). The allocation in the amount of $277,638 from the California Department of Aging (CDA) for the Aging and Disability Resource Connection/No Wrong Door System (ADRC/NWD) is 100% federally funded by the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The Department of Aging and Adult Services (DAAS) is requesting a budget adjustment to the 2020-21 budget for this COVID related funding:

BACKGROUND INFORMATION
CDA has received $3 million in CARES Act funds for State Aging and Disability Resource Centers. In order to receive this ADRC/NWD funding from CDA to be utilized in response to the COVID-19 pandemic at the local level, recipients must be approved as a Designated or Emerging ADRC and be in good standing with CDA. DAAS received CDA approval in February 2020 as an Emerging ADRC for the County. The allocation amount disbursed by CDA to each of the 16 statewide ADRCs contains a base amount of $85,000 in addition to a factored amount (i.e., population, square miles, and geographical isolation). San Bernardino County has been allocated $277,638 in ADRC/NWD COVID-19 funds to be expended by September 30, 2021.
The ADRC program develops coordinated networks of programs and services (NWD Systems) to serve the needs of older adults, people with disabilities, and caregivers in navigating the fragmented/complicated system of long-term services and supports and achieving their personal goals and preferences for healthy aging. The program assists in enabling individuals to access all long-term services and supports through one agency, organization, coordinated network, or portal.
The purpose of this ADRC/NWD funding is to aid Designated and Emerging ADRCs’ efforts to prevent, prepare for, and respond to COVID-19 by 1) supporting capacity and resource allocation at the local level to ensure coordination across agencies and 2) supporting immediate response to urgent needs resulting from COVID-19. The primary use of this funding is intended for conducting rapid assessments and supporting lasting systems changes related to consumer access to existing long-term services and support options.
On September 3, 2020, CDA notified DAAS of the ADRC/NWD allocation award in relief funds for the prevention, preparation, and response to COVID-19, in the amount of $277,638, for the period of April 1, 2020 through September 30, 2021. DAAS will use the allocation to provide rapid assessments, enhanced and increased ADRC core services, staff training, technology assessments and assistance, screenings and protocols to mitigate social isolation, strategies to mitigate obstacles in accessing supports such as nutrition and personal care, outreach, and application assistance.
