Approve contract with Family Assistance Program for County Use Only Temporary Shelter Services for 12 shelter beds, in an amount not to exceed $2,074,440, for the period of February 9, 2022 through February 29, 2024.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The contract, in an amount not to exceed $2,074,440 for temporary shelter services, will be funded by a combination of 50% Realignment and 50% Wraparound Reinvestment. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2021-22 budget and will be included in the 2022-23 recommended budget.
BACKGROUND INFORMATION
Due to changes in regulations under Continuum of Care Reform, which eliminated Group Homes and established Short-Term Residential Treatment Programs (STRTPs) with stricter requirements, Children and Family Services (CFS) has a high number of high-risk youth currently detained in CFS regional offices awaiting placement. These youth may have high behavioral needs such as verbal and physical aggression, history of running away, substance abuse, Commercially Sexually Exploited Children behaviors, violent behaviors toward other children and caregivers, special health care needs, autism, destructive to property, and harm to self. Currently, these high behavioral needs youth are in the CFS regional offices 24/7 supervised by CFS staff.
Family Assistance Program (FAP) operates a temporary shelter facility, Our House, located in Mentone. Approval of the recommended contract will allow FAP to provide temporary housing through 12 shelter beds solely for the County’s use, with a no reject/no eject policy at the Our House facility for the CFS high-risk youth. This service will assist CFS with the emergent need to temporarily shelter the youth in a licensed shelter facility that utilizes trained staff to provide necessary services to this hard to serve population. Services include but are not limited to food services, phone access, personal supplies and clothing as needed, medication assistance in line with Community Care Licensing regulations, youth activities, and visitation supervision as needed.
FAP performance will be monitored by review of monthly reports and a regular site visit to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract. FAP will cooperate with County in the implementation, monitoring and evaluation of this contract and comply with any and all reporting requirements established by this contract. FAP charges must be for services provided to eligible beneficiaries under this funded program. CFS Budget and Administrative Services will review the invoice and attachments remitted by the FAP prior to payment. The County reserves the right to request additional program and/or fiscal reports to facilitate this monthly review. The term of this contract is two years. The contract may be terminated without cause by the County with 30 days written notice.
PROCUREMENT
Purchasing approves of this non-competitive contract award due to the emergent need for temporary shelter services for youth while a formal procurement can be conducted by CFS.
