RECOMMENDATION(S)

Recommendation

1.                     Find that the Arrowhead Regional Medical Center Central Plant Cooling Tower Replacement Project located in Colton, is exempt under the California Environmental Quality Act Guidelines, Section 15302, Class 2, subsection (b), (c), Replacement or Reconstruction.

2.                     Approve the plans and specifications for the Arrowhead Regional Medical Center Central Plant Cooling Tower Replacement Project, located at 400 N. Pepper Avenue in Colton. 

3.                     Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Arrowhead Regional Medical Center Central Plant Cooling Tower Replacement Project.

4.                     Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption of the Arrowhead Regional Medical Center Central Plant Cooling Tower Replacement Project as required under California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Arrowhead Regional Medical Center (ARMC) Central Plant Cooling Tower Replacement Project (Project) (WBSE 10.10.1054) budget of $5,256,150 is funded from the ARMC Enterprise Fund as approved by the Board of Supervisors (Board) as part of the 2020-21 Capital Improvement Program (CIP) budget.

 

BACKGROUND INFORMATION

Approval of this item will allow the Project and Facilities Management Department (PFMD) to solicit for competitive bids for the Project located in Colton. The Project will replace the existing cooling towers at the central plant, which are deteriorating with corrosion and have reached their intended lifecycle of 18 years. Cooling towers are a proven and cost-effective solution for heat rejection from condenser water and industrial processes, necessary for maintaining ARMC’s air conditioning. The system's performance relies on the proper design and maintenance of various components within the cooling tower, each with its own lifecycle, collectively ensuring efficient heat transfer in the water. Over an extended period of operation, these components can deteriorate to the point where replacement becomes necessary, potentially exceeding cost-effective solutions. Completion of this project is in alignment with ARMC's goal of operating in a fiscally responsible, business-like manner that meets the goals set out by the County's goals and objectives.

 

It is recommended the Board determine the Project be categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15302 Class 2 Subsection (b), (c) Replacement or Reconstruction as evidenced by the Notice of Exemption, Section 15302, provides categorical exemption for projects involving Class 2 Replacement or Reconstruction. All work involved in the Project is consistent with Class 2 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.

 

This Project is consistent with County Administrative Office approved CIP Project No. 21-047.

 

PROCUREMENT

PFMD will advertise for the competitive bids for the Project on Friday, September 29, 2023. A Mandatory Pre-Bid Meeting for prospective bidders is scheduled to be conducted on Thursday, October 12, 2023, at 8:00 a.m. at the ARMC loading dock parking lot located at 400 North Pepper Avenue, in Colton. The bid opening for the Project is scheduled for Thursday, November 8, 2023, at 10:00 a.m. at PFMD.

 

Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans and specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
