RECOMMENDATION(S)

Recommendation

Approve Contract with Providence St. Mary Medical Center, for the provision of adult/adolescent forensic services, in an amount not to exceed $600,000, for the period of August 19, 2025, through August 18, 2028, with the option to extend the contract term for two additional one-year periods or one additional two-year period.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost of the forensic services will be funded by the Sheriff/Coroner/Public Administration’s (Department) budget allocation and Law Enforcement Services contracts. Sufficient appropriation has been included in the 2025-26 recommended budgets and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department is responsible for collecting evidence during criminal investigations within the geographical boundaries of the County. The proposed contract with Providence St. Mary Medical Center (Providence) includes forensic services from qualified healthcare professionals to perform examinations of sexual assault and strangulation victims, and suspects on an as-needed basis, when requested by various contract police departments and Department stations in the County’s High Desert area. Currently, the Department contracts with a provider, selected through a competitive process, for collection of forensic evidence services that includes examinations of victims and suspects of sexual assault and strangulation at various locations in the County. However, the provider does not have staff or facilities to respond to service calls in the High Desert area, which requires law enforcement officers to transport victims and suspects to medical facilities in the County’s valley region whenever forensic services are required. Approval of the contract would permit access to a local provider in the High Desert area, which would eliminate significant time and financial costs and improve efficiency in the delivery of the forensic services to the County’s residents.

 

PROCUREMENT

Providence has the necessary facilities and staff to perform the needed forensic services at its location in the Town of Apple Valley. The term of the recommended contract will be for the period of August 19, 2025, through August 18, 2028, with the option to extend the term by two (2) additional one-year periods, or (1) one additional two-year period. Either party may terminate the agreement upon thirty (30) days’ written notice. The Purchasing Department supports this non-competitive agreement with St. Mary based on their ability to provide the services described to residents of the High Desert area.
