Recommendation
Approve Amendment No. 1 to Contract No. 25-299 with PlaceWorks, Inc., to provide program development services for the Transportation and Mobility Element Update, increasing the aggregate not-to-exceed total amount by $20,000, from $234,519 to $254,519, and extending the term by one year, for the total contract period of May 20, 2025, through May 19, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The recommended increase of $20,000 to the aggregate contract total will be funded with one-time use of existing Land Use Services General Plan/Development Code Amendments reserve. Adequate appropriation and revenue are included in the Land Use Services Department (LUS), Planning Division’s 2025-26 Budget.
BACKGROUND INFORMATION
On September 29, 2024, the Governor approved Assembly Bill 98 (AB 98), establishing new statewide design and building standards for certain warehouse and logistics projects. In addition to design and building standards, AB 98 requires local jurisdictions to update their general plan circulation element to designate truck routes, conduct community outreach, publish Geographic Information Systems layers of designated truck routes, and install appropriate signage.
On May 20, 2025 (Item No. 42), the Board of Supervisors (Board) approved Contract No. 25-299 with PlaceWorks, Inc. (PlaceWorks) for program development services to ensure the County is compliant with the general plan update requirements set forth in AB 98 (Contract).
On December 16, 2025 (Item No. 136), the Board adopted Resolution No. 2025-233 amending the County General Plan and Business Plan related to the establishment and implementation of truck routes pursuant to AB 98.
Despite meeting the state’s deadline, the County’s AB 98 effort will need to extend into 2027 as further coordination, public outreach, and possible refinements of truck routes may need to be completed, especially as various neighboring jurisdictions continue to refine their own truck routes throughout this year.
The Contract with Placeworks is scheduled to expire on May 19, 2026. Approval of Amendment No. 1 to the Contract will exercise the first of the four one-year options to extend the Contract for a total contract period of May 20, 2025, through May 19, 2027. The extension will also increase the aggregate not-to-exceed contract total by $20,000, from $234,519 to $254,519. The amendment will allow Placeworks to continue to support County staff by providing technical data/analysis and jurisdictional coordination support as the region refines truck routes in 2026.
