RECOMMENDATION(S)
Recommendation
1. Accept grant award (Award No. 5 UT8HA33958-03-00) from the United States Department of Health and Human Services, Health Resources and Services Administration for the Ryan White HIV/AIDS Program Parts A and B - Ending the HIV Epidemic: A Plan for America, to expand access to care and treatment to persons living with HIV in San Bernardino and Riverside counties, in the amount of $447,955, for the period of March 1, 2022 through February 28, 2023.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to this grant award, on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to this grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $447,955 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2021-22 budget and will be included in the 2022-23 recommended budget.
BACKGROUND INFORMATION
The Ryan White HIV/AIDS Program Parts A and B - Ending the HIV Epidemic: A Plan for America (EHE) grant award provides funding to implement effective and innovative strategies, interventions, approaches, and services to reduce new HIV infections in the United States. The purpose of the EHE grant is to use the initiative resources in conjunction with the Ryan White HIV/AIDS Program Parts A and B systems of HIV care and treatment to develop, implement, and/or enhance innovative approaches to engaging people with HIV who are newly diagnosed, not in care, and/or not virally suppressed in San Bernardino and Riverside counties. DPH will use the funds to support services and interventions that link persons living with HIV in San Bernardino and Riverside counties to care or testing facilities.
On October 9, 2019, the County Administrative Office authorized the submission of the application to HRSA for the EHE grant, in the amount of up to $4,000,000 annually, subject to availability and appropriated funds, for a five-year grant period of March 1, 2019 through February 28, 2025.
On April 7, 2020 (Item No. 32), the Board of Supervisors (Board) approved County Contract No. 20-171 (Award No. 1 UT8HA33958-01-00) for the EHE award, in the amount of $1,000,000 for the first year of funding, for the period of March 1, 2020 through February 28, 2021.
On March 2, 2021 (Item No. 25), the Board approved County Contract No. 21-166 (Award No. 5 UT8HA33958-02-00) from HRSA, in the amount of $240,000 for the second year of EHE funding, for the period of March 1, 2021 through February 28, 2022.
On April 20, 2021 (Item No. 33), the Board approved Amendment No. 1 to County Contract No. 21-166 (Award No. 6 UT8HA33958-02-01), from HRSA, increasing the second year of EHE funding by $1,427,000, from $240,000 to $1,667,000, for the period of March 1, 2021 through February 28, 2022.
On February 3, 2022, DPH received the grant award (Award No. 5 UT8HA33958-03-00) for the third year of EHE funding, in the amount of $447,955, for the period of March 1, 2022 through February 28, 2023. DPH will return to the Board to accept further funding from HRSA for the period of March 1, 2022 through February 28, 2023, as needed.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews, completed in February 2022. Approval at this time will not impact DPH services or activities.
