RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Approve the purchase of an all-in-one welding, generator and air-compressor unit and accompanying supplies, as an unbudgeted fixed asset, in an amount not to exceed $24,000, for support of the Vehicle Services Division.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the budget adjustments to the San Bernardino County Fire Protection District’s 2024-25 budget, as detailed in the Financial Impact section, for the purchases identified in Recommendation No. 1 (Four votes required).

FINANCIAL IMPACT
Approval of the recommended actions will not result in the use of Discretionary General Funding (Net County Cost). The total cost of $24,000 will be funded by the San Bernardino County Fire Protection District (SBCFPD) through the use of available reserves.

BACKGROUND INFORMATION
SBCFPD is committed to providing the highest level of service in the most efficient and cost-effective manner to the citizens and communities it serves. SBCFPD operates a variety of tools and equipment to accomplish its mission; many of them are unique with very specialized capabilities and functions.
SBCFPD’s Vehicle Services Division is responsible for the acquisition, maintenance, major repairs, replacement, and disposal of all SBCFPD-owned vehicles. SBCFPD’s fleet generally includes emergency response apparatus such as firefighting engines, water tenders, rescue vehicles and ambulances. In addition, the fleet includes specialized apparatus such as support vehicles and trailers utilized to carry specialized equipment and services when needed.
SBCFPD has procured equipment from Phenix Truck and Van (Phenix), necessary to deliver the required services to SBCFPD’s vehicle fleet. These include air compressors, welders, large generators to keep the fire stations powered, and other portable generators that support SBCFPD’s mission-critical operations. Phenix is the only local authorized dealer for Miller engine-powered industrial equipment, including the all-in-one welding, generator and air-compressor unit. The all-in-one welding, generator and air-compressor unit allows SBCFPD staff to service SBCFPD’s vehicle fleet at the shop or in the field, thereby significantly reducing any down time of SBCFPD’s vehicles.
On February 27, 2024 (Item No. 65), the Board of Directors (Board) approved the purchase of six Type 2 ambulances for the support of SBCFPD’s emergency medical services operations. The ambulances were received sooner than expected; however, SBCFPD does not have enough all-in-one welding, generator and air-compressor units for staff to service the new ambulances.
Approval of the recommended actions will enable SBCFPD to proceed with the procurement and the purchase of the unbudgeted fixed asset.
PROCUREMENT
Phenix is the only local authorized dealer for Miller engine-powered industrial equipment, and SBCFPD’s Vehicle Services staff are familiar with this Miller engine-powered industrial equipment and can use it to perform fleet repairs in the shop or while out on incidents. This equipment allows for quick repairs without the learning curve of a new product.
Purchasing concurs with the non-competitive justification of SBCFPD’s recommended purchase with Phenix.
