BACKGROUND INFORMATION
State law requires all public agencies to adopt a Conflict of Interest (COI) code. The COI code of each agency identifies those positions that are required to disclose financial interests annually on the Form 700. The Board of Supervisors (Board) is the code reviewing body for government agencies, other than cities, located entirely within the geographical jurisdiction of the County.
State law allows an agency to amend its COI code at any time. California Government Code section 87303 states that no COI code shall be effective until it has been approved by the code reviewing body. Each agency shall submit a proposed COI code to the code reviewing body by the deadline established by the code reviewing body. The code reviewing body then has the option of approving the COI, revising the proposed COI and approving it as revised, or returning the proposed COI to the agency for revision and resubmission.
The amended COI code for the Housing Authority of the County of San Bernardino reflects changes in positions and is being submitted for approval pursuant to these statutory requirements. It is recommended that the Board approve the amended COI, making minor updates to the positions required to file a Form 700.
