Recommendation
Approve Agreement with the California Highway Patrol (State Agreement No. 17R801000), in an amount not to exceed $325,000, for the County to reimburse costs associated with the California Highway Patrol’s participation in the San Bernardino County Auto Theft Task Force for the period of January 1, 2018 through December 31, 2021.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost for California Highway Patrol’s (CHP) participation in the San Bernardino County Auto Theft Task Force (SANCATT), in an amount not to exceed $325,000, is included in the Auto Theft Task Force Special Revenue Fund (4430002385), which is financed by a portion of Department of Motor Vehicles (DMV) fees paid for vehicles registered in the County of San Bernardino (Vehicle Code Section 9250.14).
BACKGROUND INFORMATION
On May 2, 1995, the San Bernardino County Board of Supervisors (Board) adopted Resolution 95-104 pursuant to Vehicle Code Section 9250.14 specifically to fund a multi-jurisdictional vehicle theft task force to investigate and prosecute vehicle theft crimes.
The task force is comprised of personnel from the CHP, San Bernardino Police Department, Fontana Police Department, Rialto Police Department, National Insurance Crime Bureau (NICB), Department of Insurance, Department of Motor Vehicles, San Bernardino County District Attorney, and San Bernardino County Sheriff/Coroner/Public Administrator who also administers the task force fund.
On May 21, 2018, the CHP requested to enter into a separate agreement with the County for reimbursement of costs associated with their participation in SANCATT for the period of January 1, 2018 through December 31, 2021. Due to contract negotiations, the agreement is being submitted to the Board for approval at the earliest available meeting with no impact to services.
The agreement contains non-standard mutual indemnification language which has been approved by County Counsel. The agreement provides for cancellation by either party upon providing 30 days’ advance written notice. In the event of an emergency, the agreement may be canceled by either party without prior notice.
